PRODUCTION ENHANCEMENT INITIATIVE PROGRAM

The DCIs' Production Enhancement Initiative (PEI) Program was established
in 1979 to encourage managers and analysts to search for methods to improve
the analytic process. By definition, a PEI is a request for funds needed to
research new, innovative, and speculative ways to improve the quality of
intelligence production. Initiatives approved are of modest cost, show -
Community cooperation, and have potential for high payoff. The initiatives
are funded for two years; and, if successful, are included in regular funding
in the MFIP by the sponsors program manager.
Initiatives include the development or modification of methodologies,
demonstrations of analytic concepts or hypotheses, creation of models, etc.
Those approved focus on solving analytic problems related to some of the
highest DCI priorities such as
The Intelligence Producers Council (IPC) has approved an average of nine
initiatives per year, for a total of 65 PEIs, since program inception. The
average annual expenditure has been approximately Attachment A?
illustrates the sponsors and funding totals for the program.
- In FY 1988, the IPC approved 16 PEIs at A cost of The 16
approved PEIs addressed the full range of processing, exploitation and
analysis from the intelligence cycle and cover a myriad of issues of high
Community interest (attachment C). In all cases, Community pay-off will far
exceed the funds expended. Analysis in some areas of high Community concern
will be
greatly enhanced by the PEI program.
