Bob Blackwell is sending the think piece he prepared for the Director on
developments in Afghanistan to policymakers at the State Department, NSC, and
Defense. For State's Policy Planning Director and for the NSC, Bob is
preparing material in support of Secretary Shultz' planned meeting with Ryzhkov
in Moscow; and on Gorbachev's political position. (Nb/USSR)

Providing Guidance to the Intelligence Community
Carl Ford and Charles Allen will co-chair a special Intelligence Community
working group meeting on the terrorist threat to Americans in the Philippines

Larry Budge will meet with Major General Horton of DIA on 18 February to
resolve DIA concerns regarding intelligence procedures for net assessments.

preparations for a basic sciences agreement with the Soviet Union and the need

Sampling Outside Opinion to Improve Product Relevance
David Einsel, Charles Allen, and Andre LeGallo will meet with the
Commanding General and staff of Readiness/Special Operations Command on
17 February to discuss chemical and biological warfare proliferation and
terrorism. (Nb/At Large/Proliferation and NIO/Counterterrorism)
Carl Ford has meetings planned on the Philippines with
American University, on East Asia with AT&T Asia representative
and on Asian challenges to the United States with Heritage Foundation officer

will brief the Undersecretary of Energy on 23 February on
Soviet strategic forces for the 1990s. (A/Nb/Strategic Programs)
Julian Nall will meet with Dr. Thomas Day, President of San Diego State
University, to discuss science and technology issues. (NIO/Science and

John Bird will participate in a Naval War College politic-al/military

SUBJECT: EPC Meeting 14 January on Space Commercialization

19 January 1988
1. The EPC agreed to fund the Industrial Space Facility (ISF) under a
sole-source contract. NASA objected strenously to such a contract. The
Council also agreed to an option that would set up a National Microgravity
Research Board chaired by NASA and including representatives from Commerce,
Transportation, Energy, Defense, NIH, and NSF. The board, among other
duties, would allocate federally owned or leased space in Spacelab, ISF,
Spacehab and the Space Station. NASA Administrator Fletcher said he would
appeal the decision "to God, if necessary" to have it reversed.
