Assistant Secretary of Defense for
Command, Control, Communications, and Intelligence
SUBJECT:
Funding Issue
- 1. As you are aware, the Defense Resources Board (DRB) meeting scheduled
for 21 June 1988 will be discussing items contained in Issue Book 4
(Modernization and Investment), cost-sharing proposal is a
significant discussion topic from an Intelligence Community perspective.
However,-the internal DoD resource-oriented nature of the DRB precludes our
direct participation and voice in the forum. It is in this context that I
solicIt your support and intercession on behalf of the DCI's equities in this
matter to voice, in the strongest terms possible, the Intelligence Community
objections to the cost-sharing course proposed by the Air Force. Particularly
troublesome to us is:
o The methodology utilized by the Air Force to exceed fiscal guidance
through establishment of a negative program element which can only be
accommodated by redistribution of costs to "user" activities.
o The resource management impacts on the NFIP as a result of changing
the funding rules during the acquisition cycle of a major program.
o The continued program instability at this critical decision point if
cost-sharing is approved.
o The double-jeopardy funding impacts on the Intelligence Community
because of Air Force program management problems earlier recognized
by Congress.
o The precedent-setting nature of the action that could lead to
cost-sharing on other critical programs

SUBJECT: MILSTAR Funding Issue
2. In view of the policy considerations inherent within a cost-sharing
approach to program funding, I do not feel the DRB is the proper forum to
consider this particular issue, specifically since the impact will reach
beyond the DoD Community. Accordingly, your support on my behalf to reject
the cost-sharing proposal is necessary. Additionally, your success in arguing
for consideration of any MILSTAR funding issues in a policy forum where I may
participate as a full member and personally present the DCI's views would be
appreciated.
