As an action resulting from the most recent Committee off-site conference, the Committee has prepared a listing of goals that are presented for your use in preparing the strategic plan that was also discussed at the off-site conference. Note that there are six broad goals and thirteen subgoals. The six principal goals should be reviewed as "umbrella" goals that will set the general direction for the MASINT Community over the next five years. The subgoals are slightly more focused, yet still within the "umbrellas," and are intended to bound or limit our strategic plan only to the extent that we can achieve measurable levels of success. Within these broad guidelines you should take full advantage of your Community thinking to define and develop specific objectives that are achievable. These attached goals, in conjunction with the Strategic Planning Guide, should enable you to develop a Strategic Plan in your respective area of responsibility 25X1 2. The plan should be complete for discussion and integration at our next off-site conference, which is scheduled for the 18th and 19th of October 1988. A couple of examples representing more current, but probably lasting, issues are presented. GOAL: -develop and maintain a National MASINT Requirements System (NMRS) as the basic Intelligence Community guidance for MASINT collection, processing, exploitation, and dissemination. POSSIBLE OBJECTIVES: --identify, prioritize, track and evaluate MASINT requirements in a National MASINT Requirements System --develop a plan for Intelligence Community review/study of major/intelligence gaps that can be satisfied with MASINT sensors --consider a central office for levying of day-to-day National MASINT collection requirements --consider the development of a procedure for the evaluation of National MASINT tasking and collection GOAL: -develop statements of research and development, collection, and processing requirements for MASINT consistent with DCI objectives and priorities. These statements will provide specific Intelligence Community guidance for resource programming and mission planning and reporting.
