1. Per DCID 3/7, the mission of the HUMINT Committee is to advise and
assist the DCI in the discharge of his responsibilities for the efficient
allocation and effective use of Community human resources for the collection
of foreign intelligence by monitoring, coordinating, and striving for
improvement of human source collection programs and activities.
2. HUMINT Committee functions are to:

o Examine problems and consider improvements in human source
collection and procedures for dissemination of intelligence.
o Develop, guide, and coordinate priorities for national HUMINT
collection activities of National Foreign Intelligence Program
(NFIP) agencies based on the needs of policymakers and analysts.
o Draft, coordinate, and issue National HUMINT Collection Plans 25X1
(NHCPs), providing candid assessments of current reporting by
collectors in response to national intelligence needs, and
recommending improvements or changes in collection priorities.
o Review and evaluate the effectiveness of collection and
reporting activities to ensure systematic tracking with national
intelligence needs.
o Develop more fully the contribution of open
to the national intelligence effort.
o Support development of the NFIP and its bud
expertise on HUMINT collection activities.

3. Intelligence Community Interface
a. Interface with the Community is accomplished primarily through
the interagency HUMINT Committee which consists of senior
representatives of the IC Staff, CIA, DIA, NSA, FBI, the Service
intelligence chiefs, and the Department of State. Continuing contact
at the action level is also accomplished by the Committee and through
the activities of the Collection Coordination Subcommittee and the
Science and Technology Subcommittee.
b. The range of the HUMINT Committee's work has expanded during the
past year and senior Intelligence Community management has looked
increasingly to the Committee staff to take the lead in a number of
special projects.
4. Key functions of the Collection Coordinating Subcommittee and the
Science and Technology Subcommittee are discussed in the attachments.

COLLECTION COORDINATING SUBCOMMITTEE
1. The most familiar activities of the HUMINT Committee (HC) are
those associated with its Collection Coordination Subcommittee (CCS),
which has responsibilities to:
o develop National HUMINT Collection Guidance;
o conduct National HUMINT Reporting Assessments; and
o coordinate National HUMINT Collection Plans (NHCP).

2. The HC publishes country and subject oriented NHCPs that reflect
national priority collection objectives and designate the specific
agencies responsible for collection and reporting against them. NHCPs
are written by the HC staff, under the guidance of the Chairman of the
CCS, with the active participation and concurrence of elements of the
Intelligence and Foreign Affairs Communities.
3. Through the following NHCP process, the HC provides candid
assessments of reporting in response to national needs and makes
recommendations for improvements or changes in the Community's HUMINT
collection efforts.
o Selection. Based on a review of the National Intelligence
Topics and other national intelligence guidance documents, and in
consultation with NIOs and DI0s, the Chairman of the CCS draws up a
list of countries and global topics to be addressed in NHCPs for the
next calendar year. Currently, there are NHCPs, with updated
annually and new ones added as required.
o Assessment. The CCS staffer responsible for writing a plan
conducts a series of Community-wide interviews of policy officials,
analysts, and collection managers to identify the priority issues and
obtain candid comments on the current state of collection, including
gaps, obstacles, resource shortfalls, and suggestions for
improvement. The Chairman, CCS then invites the appropriate NIO to
chair a formal interagency assessment seminar to discuss the plan.
o Drafting and Coordination of the Plan. Following the
Community assessment seminar, the plan is drafted and distributed to
the Community for comments and formal approval by a meeting of the
CCS, during which agencies are assigned primary and supporting
collection responsibilities for specific collection objectives.
DCI-level correspondence is then prepared forwarding the NHCP to
heads of collection agencies or Chiefs of Missions discussing any
special problems the Community has identified and recommending
operational improvements.
