Sullivan, Jr. Executive Secretary, NFIB SUBJECT: Minutes of the 233rd NFIB Meeting, 13 July 1988, 1000 Hours Summary of Decisions The Chairman, Director of Central Intelligence Webster, with the concurrence of the NFIB principals, approved North Korea: Prospects for the Succession and Internal Stability (NIE 14.2-88), subject to a meeting of the representatives to clarify the Estimate's Key Judgments. Minutes of the Meeting 1. Miscellanea The Chairman, Director of Central Intelligence Webster, convened the meeting and welcomed BGen Beans, Director of Marine Corps Intelligence, to his first Board meeting. General Beans acknowledged the Chairman's welcome and expressed his pleasure at being a member of the Board. 2. North Korea: Prospects for the Succession and Political Stability (NIE 14.2-88) The Chairman next noted the subject of the Estimate to be considered, which he characterized as interesting and useful. He hopes that the principals will also find it useful to be able to stay informed on others' views on key issues. The Estimate, the Chairman continued, is the first that looks at the succession in North Korea, a country that is one of those in this world that we know the least about, and about which we are least able to make predictions. It examines the prospects for the transfer of power from Kim Il-song to his son, Kim Chong-il, on a graduated basis. It also establishes some scenarios for political change, assesses their effects on political stability, and looks at the implications for the United States. The first Key Judgment highlights the limited information we have available on North Korea and cautions consumers that our predictions should be read with this lack in mind. 25X1 25X1 The Chairman then turned the floor over to Mr. Ford, the National Intelligence Officer for East Asia.
