SUBJECT: Coordination of Darling CIA History for the CIA Historical
.Review-Program
Enclosed are the 11 volumes of a 1953 DCI History Staff study entitled
"The Central Intelligence Agency: An Instrument of Government, to 1950," by
Arthur B. Darling. HRS has performed the initital declassification review on
these volumes for the CIA Historical Review Program and is now submitting them
to ISC for coordination of your equities.
As you may know, a program was begun during Director Casey's tenure to
review those portions of CIA records that are both of historical interest and
relatively declassifiable with the objective of ultimately transferring
declassified materi-al to The National .Archives and Records Administration.
These volumes were selected for the HRB by the DCI History Staff from among
records for which it holds custodial responsibility. We are simultaneously
sending copies of these volumes for coordination to the DI, D0, 0/DCI, NSC,
DOD, and FBI.
Our recommendation is that these volumes be declassified in toto. If
there are portions that you desire to withhold, please bracket them in red
along with the appropriate justifications, from Executive Order 12356, for
deletion. If you have questions please call me on 351-2884. Please return
the volumes to 322 Ames upon completion of your review.
