CIA Training in Marxism-Leninism
1. CIA created the Soviet Realities Institute in March 1986 to educate
agency officers on Communist activities worldwide and the workings of the
Soviet system. The Institute's curriculum includes the following:
-- "Communism in the Contemporary }Vorld," covering such topics as the
principles of Marxism, party organization, front activities, relations
among Communist parties, and the appeal of Communism in the Third
World.
-- "Perspectives on the Soviet Union," consisting of seminars conducted
by leading American scholars aimed at providing an integrated view of
the Soviet system.
-- Segments on the Soviet system focusing separately on such subjects as
the Soviet economy, military programs, foreign policy, domestic
politics, science and technology, and the intelligence services.
2. CIA also provides training in Marxist-Leninist ideology in our Career
Trainee Program. One week of the program is devoted to A4arxism-Leninism
philosophy, the social-psychological aspects of Party life, Soviet military
history and doctrine, 1~larxist insurgencies, Soviet intelligence and security
services, and Soviet involvement in the Third 1Vorld.
3. Future plans for the Soviet Realities Institute include developing a
new segment on Soviet Society and Culture and organizing a lecture series
featuring }}arold Sonnenfeldt and Irina "~1cClelland, a Soviet emigre who will
discuss the role of religion in Soviet society and problems the Orthodox
Church faces. SVe are also developing an eight-week program for summer student
trainees who will be potential Career Trainees. One week will be a rigorous
examination of Marxism-Leninism principles, the nature of Soviet society, an~i
the Soviet threat. As this program evolves, we will invite leading
specialists in these fields to participate.
4. Offices from the State Department, Department of Defense, *lational
Security enc and the Federal Bureau of Investi align have attended our
courses, resource
constraints--both personnel and space--have limited outside participation. tiVe
could, however, provide video tapes of class presentations to other members of
the Intelligence Community, and assist them in developing or improving
training programs.
