the Intelligence Authorization Bill, which
may come up on the floor of the Senate next

PROPOSED AMENDMENT TO S. 2366:
Title IV of S. 2366 is amended by adding the following
new section 403:
"REPORTS OF CERTAIN OPERATIONS UNDERTAKEN BY AGENCIES OTHER
THAN THE CENTRAL INTELLIGENCE AGENCY
Sec. 403. During Fiscal Year 1989, any operation or
activity undertaken in a foreign country by a department or
agency within the Executive branch other than the Central
Intelligence Agency, for purposes other than collecting
information, which is carried out without the awareness and
concurrence of the country in which such operation or
acitivity is undertaken, and which is planned and executed so
that the role of the United States Government is not apparent
or acknowledged publicly, shall be considered a significant
anticipated intelligence activity for purposes of section 501
of the National Security Act of 1947."
