SUBJECT: International Security and Satellite Monitoring Act
of 1988, H.R. 4036
The Directorate of Science and Technology has reviewed the
International Security and Satellite Monitoring Act of 1988, H.R. 4036.
There may be benefit in the international sharing of remote sensing
information in certain areas: the monitoring, inventorying, and
protection of the earth's resources; studying an integrated ecosystem and
monitoring of other environmental phenomena; and for the expansion of the
World Meteorological Organization. However, the charter of the proposed
Commission should not be extended to areas that are now the
responsibility of the DCI or the D/FBI. This would include the
following: facilitation of on-going efforts to control international
terrorism and drug trafficking activities; facilitation of on-going
efforts to verify compliance with arms reduction treaties; and
facilitation of on-going efforts to enhance crisis control and conflict
reduction. These areas are intelligence issues which require information
from a number of sources to establish a comprehensive view. This
information cannot be shared and even the remote sensing information
alone would provide substantial insights into this country's technical
collection methods and perhaps capabilities. The Agency should attempt
to have the proposed legislation modified to avoid the potential
compromising of intelligence sources and methods.
