C. 20515 Dear Mr. Vice Chairman: A number of important personnel changes are taking place and I wanted you to be aware of them, although no public announcement is currently planned. First, perhaps of greatest interest, I have appointed David Gries as Vice Chairman of the National Intelligence Council. To replace him as Director, Office of Congressional Affairs, I have designated John Helgerson, currently Associate Deputy Director for Intelligence. I believe that John possesses not only the experience required to be fully responsive to the needs of the Congress, but also possesses the qualities of integrity, care and candor which are indispensable to this relationship. I have asked Dave Gries to arrange for John to meet with you before he assumes his responsibilities. William F. Donnelly, currently Deputy Director for Administration, will become Inspector General in the enhanced position I have previously described to you. He will report directly to me and will hold the rank of Deputy Director. I have previously informed you of the appointment of Richard F. Stolz to be Deputy Director for Operations. Dick likewise wishes to call on you whenever you can conveniently see him. I have designated Russell J. Bruemmer to be General Counsel succeeding David Doherty, who is resigning to take a senior position with the New York Stock Exchange. Russ has served as a law clerk to me on the United States Court of Appeals, as my Special Assistant for three years in the FBI, and has recently completed an admirable job as my Special Counsel in connection with the Iran-Contra affair. Previous to that assignment, he was a partner in the Washington law firm of Wilmer, Cutler and Pickering.
