Dear Mr. Ermarth:
Please find enclosed a report with recommendations
:concerning Pakistan and Afghanistan This report Was
completed before the recent death of General Zia. ?
However,, the solutions suggested are just as valid in
my opinion and perhdlis.More so.. Certainly, the
operational suggestions will be'more acceptable to
those who remain in the Pakistani operationsdirectorate though perhaps not in your operations
directorate.
The current situation in Pakistan/Afghanistan is not
unlike what ?we in the United States faced during the
,American Civil War. Lincoln held competing interests
at bay, always steady on the focus of eventual unity and
the minimization of events that would prolong the war
or make peace untenable. He succeeded to some degree.
I offer the enclosed recommendations with the same -goal
in Mind for Afghanistan and Pakistan. These solutions
will not please those who wish the Soviets to be
totally annihilated nor will it please those who hope
for Pakistani or American hegemony over Afghanistan.
They will in my opinion allow a post-war Afghanistan
that is more independent and western orientedz-
I hope these thoughts may be of some interest and
assistance, additional reports since 1985 are also
available if there is any interest.
