Webster Director of Central Intelligence Central Intelligence Agency Washington, D.C. 20505 Dear Judge Webster: United p5tates j6enatL ,-":/#88-2972 SELECT COMMITTEE ON INTELLIGENCE WASHINGTON. DC 20510-?6476 August 12, 1988 OCA fltf _._. I As a result of the formation of the audit team early this year, the Senate Select Committee on Intelligence (SSCI) has performed much important work that was not previously possible. We believe the results produced thus far have greatly benefited both the Committee and the Intelligence Community. The formation of an internal audit unit was in part stimulated by legislation introduced by Senator Glenn intended to provide the General Accounting office with the ability to audit CIA activities. The creation of our own auditing capability was thought by the Committee to represent a sound interim step toward ensuring that such activities are properly reviewed. While we are greatly encouraged by the results to date, it is not yet clear whether this group will be able to conduct all of the oversight necessary to ensure full Executive branch accountability. Accordingly, when the Senate reconvenes, it would be our desire to re-evaluate the most effective way to approach such oversight, and to review all possible options, including Senator Glenn's proposal to provide GAO access to CIA activities. If necessary, hearings will be scheduled at the appropriate time. The Committee believes that this type of oversight is productive and useful and should continue either in its present or altered form. We look forward to your continued assistance in this process. We will keep you informed as plans in this area develop. Sip rely, David L. Boren Declassified and Approved For Release 2012/10/04: CIA-RDP90M00005R000900120033-9
