MEMORANDUM FOR THE RECORD
SUBJECT: Weekly Meeting with the San Senior Staff
20 June 1988
The meeting was held at 1600 in SHOB-211. Sven Holmes, Jim
Dykstra, Keith Hall, Brit Snider, Dave Holliday, John Nelson
and George Tenet were present. John Helgerson,
represented the Agency. The following issues were
discussed:
--Holmes expressed concern over press reports that
Cuban troops clashed with Marines on 12 April at the
US tank farm at Howard Air Force Base in the Canal
Zone. Holmes expressed concern that such reports were
being circulated to set the stage for a military
invasion of Panama. They were also at variance with
the public statements of Chairman Boren. Holmes asked
if the US Government has any evidence of Cuban
involvement. (On 21 June, Dave Holliday was informed
that there were reports from military intelligence
sources in Panama, but that analysts discount them.
DIA should be contacted for details on this reporting.)
--There was a brief discussion of the interrogation
manual issue. D/OCA deflected for now Holmes' inquiry
about interviewing Agency officers. Holmes asked
about our reply to the questions contained in the
Committee's 14 June 1988 letter.
--Holmes asked about the status of our reply to the
Part I questions of the Committee's drug
investigation.
--Holmes asked about the status of our
reprogramming rules.

--Hall said the Committee would have to be informed by
the end of next week regarding the extending of the
Nicaragua infrastructure. No problems are anticipated
if the current request does not contain additions to
previous similar requests.
--Holmes asked that we advise the SSCI of SFRC
hearings on South Africa.
