SUBJECT: OCA/SSCI Weekly Meeting - 2 May 1988
The weekly meeting between SSCI staff and OCA officers took
place on 2 May 1988, from 1600 to 1700 hours at the Hart
Building. Attending from the Committee staff were Sven Holmes,
Jim Dykstra, Britt Snider and John Nelson. D/OCA,
and the undersigned attended from CIA. The following issues
were discussed.
B. INF Treaty. The staff will have a briefing on 3
May concerning problems with on-site verification procedures,
as raised in the press. On Monday afternoon, 9 May, there will
be an INF meeting for the Committee to address last minute
issues. On Tuesday, 10 May, the Committee will hold a hearing
on INF verification problems and the status of on-site
inspection procedures. In the afternoon, 10 May, the SSCI,
SFRC and SASC will hold a joint meeting to resolve or take
positions on remaining Treaty questions.' The Treaty should go
to the Senate floor for debate on 10 May. An SSCI follow-up
report is being drafted and the Committee will comment on the
proposed diplomatic note which.will clarify terminology. While
the Foreign Relations Committee will have the lead in the
ratification process, the SSCI Chairman and Vice Chairman will
probably spend a great deal of-time in the Senate during
ratification debate.
B. Senator Kerry and Narcotics. A plan has been
devised for the SSCI to undertake a study of allegations of CIA
connection with narcotics and for Senator Kerry's subcommittee
to address the policy issues which involve the U.S.
Government. This agreement evolved from discussions between
the SSCI staff and the Kerry staff, as well as an exchange
between SSCI Chairman and Vice Chairman with the Senator. The
SSCI study would be made available to the SFRC. The SSCI
action was discussed at a 21 April Committee meeting, including
an exchange with Senator Dodd.. The SSCI study will be an
independent one, following its jurisdictional lines. However,
the Committee also received on 2 May, a letter from

Senator Pell requesting appropriate. investigative materials
which could be made available to Jack Blum. The SSCI staff
will straighten out these crossed signals. Holmes stated that
the Intelligence Committee staff will prepare an outline and
questions in the coming week for the Committees study. The
staff has suggested to the Kerry group that they provide in
writing questions on their areas of interest which could be

F. Budget for Arms Contol Monitoring. The SSCI
understood that the President would be briefed on 3 May
concerning intelligence requirements for monitoring the INF and
START Treaties. Holmes mentioned that Senators Boren and Cohen
planned to meet the President sometime during the week of 9
May.

H. Breakfast with the DCI. The SSCI staff will sound
out the Committee about the posse ility of breakfast or lunch
at Headquarters. While the staff thought it unlikely that
arrangements could be made for all Committee Members, it was
still worthwhile to ask.
J. IG Legislation. Snider discussed SSCI efforts to
handle the IG issue with a modified position which was
described earlier to OCA/Legislation. The staff -- in response
to urging by OCA -- said attempts would be made to give a copy
of the legislation to the Agency'. Snider wanted to ensure that
Senator Specter saw the proposed legislation before providing a.
copy to CIA.
