SSCI staff members participating were Sven Holmes, David Holliday, Britt Snider, Jim Dykstra and Keith Hall. The following subjects were discussed at the meeting: INF Treaty. The SSCI staff would have a wrap-up session on 16 May to put recent Geneva meetings on record. Ambassador Glittman, U.S. negotiator, and General Burns of ACDA would be the witnesses. According to Keith Hall, the DOD authorization bill will shortly go to conference with the House. SSCI will be checking the numbers closely. SSCI and HPSCI may be able to finish South Africa Legislation. D/OCA mentioned that the DCI will provide testimony for the HPSCI on 19 March. Dykstra commented that Senator Cohen had earlier co-sponsored legislation on South Africa submitted by Senator Kennedy. Dykstra has alerted Cohen's staff about the new Kennedy bill, with the recommendation that the SSCI staff members be informed if any action was requested. Robin Cleveland, formerly of the SSCI staff, had talked with Holliday about the Kennedy bill ICS Conference. SSCI stated that Senator Cohen would not be able to attend the ICS conference on 5-6 June. Non-appropriated Funds. HPSCI had raised the subject of procedures for such funds in its oversight bill.
