SECRET MEMORANDUM FOR THE RECORD OCA 88-0895 22 March 1988 SUBJECT: Meeting with the SSCI Senior Staff At 1600 Keith Hall, issues were on 22 March 1988, John Helgerson, met with SSCI staffers Sven Holmes, Jim Dykstra, Britt Snider, and John Nelson. The following discussed. Gtomp000sa- ;614 6 Rao+ --Holmes thanked the Agency for its help on the INF Treaty. --Holmes asked about the status of the answer to Senator Kerry's request for information on Panamanian strongman Noreiga and raised a new request from Senator Pell for documents relating to narcotics and the contras. Holmes explained that Senator Boren made a commitment to Senators Pell and Kerry, and that the Agency risked getting caught in a jurisdictional dispute between the SSCI and the Senate Foreign Relations Committtee. --On the modified "Statutory" IG legislation, the staff said the draft provided to us in the main reflected the staff's understanding of the discussion between Senator Boren and Judge Webster at the hearing on this issue. They indicated a willingness to discuss the details. According to Holmes this would not come up until the markup of the Intelligence Authorization Bill which is some weeks away. The DDCI will attend the markup and Holmes indicated that the DCI was welcome to attend also. It was also understood that this issue would be on the agenda for the next meeting between the DCI and the Chairman and Vice Chairman. Holmes also said that it was not certain that the amendment would be attached to the Authorization Bill; Senator Boren has to consider the possibility that such an amendment might risk the Bill being referred to another Committee.
