Helgerson Director of Congressional Affairs SUBJECT: Senate Inquiries on Reporting on Drugs 1. On Tuesday, 22 March SSCI Staff Director Sven Holmes underscored to me the importance of responding to inquiries from Senators Kerry and Pell on narcotics reporting. Specifically, Senator Boren has pledged to follow up promptly on two specific questions raised by Senators Kerry and Pell as described in the attached material. 2. Taken literally, the Senators and the SSCI staff want CIA cable traffic (operational traffic and DO intelligence reports) on: -The Contras and drugs -Noriega's involvement with drugs -Narcotics traffic in Cuba and, in fact, the whole Central American/Caribbean region. 3. At present our strategy boils down to the following: of the DI is pulling together all finished STAT paragraph 2. The DDCI has indicated he would consider a response that involved an annotated chronology or memorandum. Such a document would gist the information available in Agency holdings regarding the two key subjects of Noriega's involvement and Contra involvement. DO should pull together this raw material, and draft a memorandum or annotated chronology covering available information on these two subjects so that the DDCI and DDO can know what we are dealing with as we decide what form a response should take. 4. I am planning to deliver the finished intelligence to .the SSCI on Monday, 28 March. If possible, we should assemble the DO material by Friday, 1 April so that we can review our options with the DDCI. 5.I lof OCA, green will coordinate the Agency's response. Thanks for your help.
