MEMORANDUM FOR THE RECORD
SUBJECT: OCA/SSCI Weekly Meeting - 28 March
The weekly meeting was held from 1600 to 1640 hours and
covered issues related to the closed session of the Senate,
Senators Kerry and Pell's requests, a public
statement about the DCI hearing on security and
counterintelligence and stafdel travel. Sven Holmes,
Dave Holliday, Keith Hall, Jim Dykstra, and Britt Snider
attended from the Committee staff. OCA officers included John
Helgerson,
A. Closed session of the Senate. It will be held on
Tuesday, 29 March, at 0900 hours in the old Senate chamber.
B. Kerry-Pell request for Contra information. D/OCA
suggested that he meet with Sven Holmes on Tuesday, 29 March,
after the DCI testimony to review the material which had been
pulled together by Headquarters. Holmes accepted the
suggestion.

E. DCI testimony on security and counterintelligence.
Holmes raised the proposal that there be a public statement,
possibly by CIA, in connection with the DCI's testimony before
the SSCI on 29 March. He stated that such a public
acknowledgement about progress on security issues would allow
the Committee leadership to add reassurances about the DCI's
effort. Dykstra argued that this initiative should be taken to
offset State Department claims that there were no serious
security problems. Holmes mentioned that Committee rules might
prevent the Chairman and Vice Chairman from making any public
statement unless the Agency first raised the issue. He
speculated about the possiblity of the Agency declassifying a
portion of the DCI testimony. D/OCA pointed out problems with
the suggestion, including the DCI's reservations about public
statements in connection with closed hearings, the sensitivity
of Agency relations with the State Department on security
matters, the danger of setting a precedence, and similar
points. In the end, it was agreed that OCA would review the
draft statement provided by the SSCI and might propose its own
version.
F. Senator Specter on terrorism. D/OCA raised the
issue of Agency informal briefings being converted into
official hearings without advance notice. Holmes agreed to
inform the SSCI staff about the Agency's concern and to ensure
that similar problems be avoided in the future.
G. Statutory IG. There have been no developments but
the SSCI, particularly Britt Snider, was not assured that the
amendment would not surface again unexpectedly.
