SUBJECT: OCA Meeting with SSCI Staff Managers -
16 February 1988
The weekly meeting between OCA and SSCI staff managers on
16 February concerned the upcoming INF hearings, queries about
Panama and preparations for the quarterly CA review.
Attending from the SSCI staff were Dave Holliday, Britt
Snider, Jim Dykstra and Keith Hall. and the
undersigned represented OCA. The discussion took place between
1045 and 1115 hours at SHOB 212.

- Dave Holliday asked that the Agency provide its final
conclusion about
This was the arrangement made during a 10 Fe ruary
SSCI staff briefing Holliday mentioned that
the Committee had received a letter from Senator Kennedy
requesting the SSCI to determine if CIA had acted improperly.
was asked to find out if prepared to
present its conclusion and to contact Holliday with the
results. The SSCI staff director, Sven Holmes, subsequently
raised the possibility that the DDCI make a statement, on the
record, when he testified on 18 February at the SSCI.
- The meeting discussed in general the next three
hearings on the INF Treaty, covering counterintelligence,
resources and capabilities, and INF links to START
negotiations.
- The SSCI staff mentioned its interest in meeting
with the new DDO in the near future. The Chairman/Vice
Chairman's scheduled meeting on 17 February was discussed. The
staff made a pitch for discussing a number of issues with Mr.
Stolz, such as the SSCI review of DOD HUMINT operations.

- The SSCI Committee planned to schedule the CA review
on 3 March, to be preceded by a staff review at Headquarters
- The staff will ask for Headquarters briefings on
Cuba, Haiti and the Dominican Republic before Sven Holmes and
Jim Dykstra make the trip in March.
- Dave Holliday asked that the staff be informed about
any valid information -- if it existed -- to support claims
made during the U.S. presidential campaign about,Soviet
missiles in Cuba.
