Pursuant to our discussion yesterday, we have enclosed
a series of questions that may require access to information
which is based on sensitive sources of information and
collection. The information certainly may be provided in
oral briefings in accordance with the general procedure we
discussed.
It appears that the information is necessary for the
Committee's deliberations on the treaty regarding the ability
of U.S. intelligence to monitor the treaty, the incentives
for the Soviets to comply, and the specific measures Soviet
military planners may seek to implement to compensate for
those systems which are eliminated.
It is our hope that we can begin to process this request
as soon as possible. If you or your staff have any
questions, please do not hesitate to call.
