HUMANITARIAN ASSISTANCE PROGRAM, BUT ONLY AFTER ALL
OTHER AVAILABLE FUNDS FOR AFGHANS HAVE BEEN SPENT. END
SUMMARY.
2. THE SENATE APPROPRIATIONS COMMITTEE REPORT (S. RPT
100-395) ON THE FY-89 FOREIGN OPERATIONS APPROPRIATIONS
BILL IMPOSES A NUMBER OF NEW REFUGEE REPORTING
REQUIREMENTS. THIS CABLE DOES NOT TASK THE SPECIFIED
REPORTS, BUT SERVES AS AN INDICATOR OF WHAT MAY BE
REQUIRED DEPENDING ON THE OUTCOME OF THE CONFERENCE.
ADDRESSEES THEREFORE SHOULD REVIEW THE PROPOSED
REQUIREMENTS AND DUE DATES. DEPT WILL PROVIDE GUIDANCE
ON SPECIFIC REPORTS FOR BANGKOK AND PRETORIA AFTER THE
CONFERENCE. TEXT OF REPORT LANGUAGE FOLLOWS PARAS
4-26. PROPOSED REPORTING REQUIREMENTS ARE CONTAINED IN

4. (BEGIN TEXT OF REPORT LANGUAGE) REFUGEE ASSISTANCE
PROGRAMS: SINCE THE ENACTMENT OF THE REFUGEE ACT OF
1980, THE COMMITTEE HAS MAINTAINED A STRONG COMMITMENT
TO THE U.S. REFUGEE ADMISSIONS AND ASSISTANCE PROGRAM,
AND ONCE AGAIN THIS YEAR WILL RECOMMEND APPROPRIATIONS
AT A LEVEL SUFFICIENT TO FURTHER U.S. FOREIGN POLICY AND
HUMANITARIAN OBJECTIVES.
5. ADMISSIONS
THE COMMITTEE RECOMMENDS THE APPROPRIATION OF USDOLS
140,000,000 FOR FISCAL YEAR 1989, BASED UPON A WORLDWIDE
REFUGEE CEILING OF 68,500 AND THE ADDITIONAL COSTS FOR
AMERASIAN PROCESSING. THE COMMITTEE AGAIN THIS YEAR
RECOMMENDS AN EARMARKING FOR THE ADMISSIONS PROGRAM TO
GUARD AGAINST POSSIBLE REPROGRAMMING REQUESTS OWING TO
THE ADMINISTRATION'S MODEST BUDGET PROPOSAL FOR REFUGEE
ASSISTANCE. THE COMMITTEE FURTHER RECOMMENDS THAT NOT
LESS THAN USDOLS 46,000,000 OF ADMISSIONS FUNDS BE USED
FOR REFUGEE PROCESSING FROM FIRST ASYLUM CAMPS IN EAST
ASIA. IN LIGHT OF THE VERY VULNERABLE FIRST ASYLUM
SITUATION IN SOUTHEAST ASIA, THE COMMITTEE FEELS THAT
THIS EARMARK IS NECESSARY TO MAINTAIN OUR COMMITMENT TO
THE ASEAN
COUNTRIES AND HONG KONG, AND TO PREVENT AGAINST A
RECURRENCE OF LAST YEAR'S ATTEMPT TO TRANSFER
RESETTLEMENT NUMBERS FROM SOUTHEAST ASIA TO OTHER
REGIONS OF THE WORLD. THE COMMITTEE DIRECTS THE BUREAU
FOR REFUGEE PROGRAMS TO BEGIN IN FISCAL YEAR 1989 THE
PROCESSING OF LONG-STAYERS IN SOUTHEAST ASIA REFUGEE
CAMPS, PARTICULARLY IN THAILAND, HONG KONG, AND
MALAYSIA. WHILE THE COMMITTEE ACKNOWLEDGES THAT THE
LONG-STAYER RESETTLEMENT EFFORT MUST DRAW UPON THE
SUPPORT OF THE INTERNATIONAL COMMUNITY, THE FAILURE TO

IMPLEMENT THE RECOMMENDATIONS OF THE 1985 RAY COMMISSION
HAS DAMAGED THE CREDIBILITY OF THE UNITED STATES AND
EXACERBATED THE TENSIONS EXISTING IN FIRST ASYLUM
COUNTRIES OVER THIS QUESTION.
6. THE COMMITTEE BELIEVES THAT THE REFUGEE CARRYOVER --
THE NUMBER OF REFUGEES APPROVED BUT NOT ADMITTED IN THE
SAME FISCAL YEAR -- IS A VITAL BENCHMARK FOR THE
COMMITTEE IN ASSESSING THE NECESSARY APPROPRIATIONS FOR
ADMISSIONS. THE COMMITTEE DIRECTS THE BUREAU FOR
REFUGEE PROGRAMS TO ENTER FISCAL YEAR 1990 WITH A
CARRYOVER FROM 1989 OF AT LEAST 40 PERCENT OF THE
APPROVED WORLDWIDE CEILING. THIS 40 PERCENT DOES NOT
INCLUDE INDIVIDUALS APPROVED AS REFUGEES UNDER THE NEW
AMERASIAN ACT. THE BUREAU IS DIRECTED TO GIVE THE
COMMITTEE AT LEAST 90 DAYS NOTICE IF IT EXPECTS THE 1990
CARRYOVER TO BE LESS THAN 35 PERCENT OF THE CEILING.
FURTHER, IN MANAGING THE SOUTHEAST ASIA REFUGEE CEILING
ALLOCATION -- FIRST ASYLUM AND ODP -- THE COMMITTEE
DIRECTS THE SAME 40 AND 35 PERCENT CARRYOVER
REQUIREMENTS AS MENTIONED ABOVE.
7. THE COMMITTEE IS DISTRESSED OVER THE SIGNIFICANT
BACKLOG OF ADMISSIONS OF REFUGEES FROM POLAND, CURRENTLY
IN ROME. THE COMMITTEE IS SERIOUSLY CONCERNED THAT
THESE REFUGEES WILL BE SHUNTED ASIDE IN THE ADMISSIONS
PROCESS IN FAVOR OF OTHER REFUGEES FROM THE SOVIET UNION
AND OTHER EASTERN EUROPEAN COUNTRIES. THE COMMITTEE
STRONGLY RECOMMENDS THAT THE DEPARTMENT OF STATE ENSURE
THE TIMELY ADMISSION OF THESE REFUGEES NOW IN ROME BY
ESTABLISHING A POLICY OF PROPORTIONAL ADMISSIONS BETWEEN
THESE REFUGEES, ON THE ONE HAND, AND SOVIET AND OTHER
EASTERN EUROPEAN REFUGEES ON THE OTHER. ?
8. AMERASIANS
THE COMMITTEE RECOMMENDS, FROM THE FUNDS EARMARKED FOR
ADMISSIONS, AN EARMARK OF USDOLS 15,000,000 FOR THE
IMPLEMENTATION OF THE AMERASIAN PROGRAM INSTITUTED BY
CONGRESS IN 1987. THE COMMITTEE EXPECTS THAT THIS
EARMARK LIKELY WILL PROVE TO BE INSUFFICIENT AND HAS
PROVIDED ADDITONAL FUNDS IN THE
OVERALL ADMISSIONS APPROPRIATION FOR SUCH NEEDS. THE
COMMITTEE RECOGNIZES THAT THE AMERASIAN PROGRAM COULD
INVOLVE AS MANY AS 30,000 PERSONS, AND, THEREFORE,
DIRECTS THE BUREAU TO PROVIDE SEPARATE ESTIMATES FOR
ADMISSIONS FOR THIS PROGRAM IN NEXT YEAR'S BUDGET.
9. ,'FIRST-ASYLUM IN THAILAND
THE COMMITTEE RENEWS ITS SUPPORT OF FIRST ASYLUM
PROGRAMS IN THAILAND AND COMMENDS THE ROYAL THAI
GOVERNMENT (RTG) FOR PERSEVERING IN ITS HUMANITARIAN
COMMITMENT TO PROVIDING ASYLUM TO LAOTIAN, VIETNAMESE,
AND CAMBODIAN REFUGEES. WHILE THE COMMITTEE DISAPPROVES
OF PUSHBACKS OF ASYLUM SEEKERS BY ANY COUNTRIES IN THE
REGION, IT UNDERSTANDS THAT SUCH INSTANCES HAVE BEEN
ISOLATED WITH RESPECT TO THE RTG, AND REPRESENT A
FRUSTRATION ON THE PART OF THE RTG WITH RESPECT TO A
PERCEIVED LESSENING OF COMMITMENT BY THE RESETTLEMENT
COUNTRIES, INCLUDING THE UNITED STATES.
10. THE COMMITTEE RECOMMENDS A CONTINUATION OF THE
BORDER EDUCATION PROGRAM INAUGURATED LAST YEAR, AND
DIRECTS THE BUREAU FOR REFUGEE PROGRAMS TO PROVIDE A
DETAILED REPORT BY DECEMBER 30, 1988 ON HOW THIS
EDUCATION PROGRAM IS OPERATING. THE COMMITTEE SUGGESTS
,THAT THE ERJRAP CONSIDER MAKING AVAILABLE SOME pF THESE
FUNDS TO THE VOLUNTARY -AGENCIES AND KHMER ORGANIZATIONS

WHICH HAVE BEEN CONDUCTING EDUCATION PROGRAMS AT THE
BORDER FOR YEARS AND HAVE PROVEN TO BE SUCCESSFUL IN
SUCH ENDEAVORS.
11. THE MARKED INCREASE IN THE NUMBER OF ACTS OF
VIOLENCE AMONG CAMP RESIDENTS AT SITE II, AND THE
EVIDENT VULNERABILITY OF THE NEW VIETNAMESE CAMP THERE,
REQUIRE A VIGILANT PROTECTION MONITORING PROGRAM BY THE
INTERNATIONAL COMMUNITY. MANY OF THE REFUGEES IN THESE
CAMPS ARE REACHING THE END OF THEIR ENDURANCE AFTER 9
YEARS OF LIVING ALONG THE THAI-CAMBODIAN BORDER.
UNFORTUNATELY, THE UNITED STATES EFFORT TO WORK WITH THE
UNHCR, UNBRO, AND ICRC IN THE COLLABORATIVE EFFORT TO
PROVIDE ASSISTANCE AND PROTECTION TO THESE REFUGEES AT
TIMES HAS BEEN NEGLIGENT, BOTH IN WASHINGTON AND IN THE
BANGKOK EMBASSY. THE PERIOD OF JANUARY 27 TO FEBRUARY
9, 1988 EXPOSED THE SHORTCOMINGS IN THE UNITED STATES
PROTECTION PROGRAM, A PROGRAM IN WHICH THIS COMMITTEE
HAS TAKEN A GREAT INTEREST THE LAST SEVERAL YEARS.
12. THE COMMITTEE, THEREFORE, EARMARKS USDOLS 1,500,000
FOR A THAI-CAMBODIAN BORDER PROTECTION PROGRAM, AND
DIRECTS THE DEPARTMENT TO REPORT TO THE COMMITTEE BY
DECEMBER 31, 1988, WITH ITS PLAN FOR HOW THESE FUNDS
WILL BE EXPENDED. THIS PLAN SHOULD INCLUDE A PROGRAM
TO: TRAIN AND SUPPLY THE KHMER CIVILIAN ADMINISTRATION
IN THE OPERATION OF ITS CRIMINAL JUSTICE SYSTEM; ASSIST
THE THAI IN THE PROSECUTING OF INDIVIDUALS ENTERING THE
CAMPS AND COMMITTING CRIMES; FACILITATE THE EFFORTS OF
UNBRO, UNHCR, AND ICRC IN THEIR WORK WITH THE OFFICERS
OF THE NEW THAI DISPLACED PERSONS PROTECTION UNIT
(DPPU); AND ALLOCATE ADDITIONAL UNITED STATES PERSONNEL
WHO ARE FLUENT IN THAI TO MONITOR THIS PROGRAM. IT IS
NOT THE INTENTION OF CONGRESS THAT THE BUREAU SIMPLY
TRANSFER THESE FUNDS IN LUMP SUM TO THE INTERNATIONAL
ORGANIZATIONS WHO POSSESS THE PROTECTION MANDATE AT THE
BORDER, BUT TO DEVELOP A NEW PROGRAM THAT ALLOWS A MORE
COMPREHENSIVE EMBASSY APPROACH TO THE PROTECTION
SITUATION AT THE KHMER CAMPS. THIS PROGRAM CAN BE
PATTERNED AFTER THE ANTIPIRACY PROGRAM WHERE THE UNITED
STATES CONTRIBUTES TO INTERNATIONAL ORGANIZATIONS AND
ALSO ENGAGES IN A BILATERAL PROGRAM WITH THE RTG.
13. FURTHER, THE COMMITTEE REQUESTS DETAILED QUARTERLY
REPORTS ON THE PROTECTION SITUATION AT ALL THAI BORDER
CAMPS, INCLUDING THE HMONG AND LOWLAND LAO CAMPS AND
HOLDING CENTERS. THESE REPORTS SHOULD BE AVAILABLE TO
THE COMMITTEE WITHIN 15 DAYS AFTER THE COMPLETION OF
EACH QUARTER OF FISCAL YEAR 1989.
14. ANTIPIRACY
THE COMMITTEE RECOMMENDS THE CONTINUATION OF THE
SUCCESSFUL ANTIPIRACY PROGRAM AND EARMARKS A MINIMUM OF
USDOLS 1,500,000 FOR THAT PURPOSE. THE COMMITTEE NOTES
THE PERSISTENCE OF PIRATE ATTACKS DESPITE THIS
ANTIPIRACY PROGRAM -- DURING THE PERIOD OF JANUARY
THROUGH MARCH, RAPES, RUBBINGS, KIDNAPPINGS, AND
DROWNINGS WERE RAMPANT AND EFFORTS TO PROSECUTE THE
INDIVIDUALS RESPONSIBLE FOR THESE CRIMES SO FAR HAVE
PROVEN UNSUCCESSFUL. THE COMMITTEE EXPRESSES ITS GRAVE
CONCERN OVER REPORTS THAT U.S. FUNDS WERE USED BY LOCAL
AUTHORITIES TO DENY ASYLUM TO REFUGEES, AND EXPRESSLY
FORBIDS SUCH EXPENDITURES, DIRECTLY OR INDIRECTLY, FOR
THESE PURPOSES.
15. ETHNIC AFFAIRS OFFICER PROGRAM
THE COMMITTEE IS PERSUADED, BASED UPON INFORMATION AND
UNCLASSIFIED

OFFICER (EAO) SYSTEM IN SOUTHEAST ASIA IS UNNECESSARY,
COSTLY, AND COUNTERPRODUCTIVE TO UNITED STATES
OBJECTIVES WITH RESPECT TO ITS REFUGEE RESETTLEMENT
PROCESSING EFFORT. THE EA() SYSTEM, ESTABLISHED 4 YEARS
AGO TO PROVIDE EXPERTISE ON THE BONA FIDES OF REFUGEE
CLAIMANTS IN SOUTHEAST ASIA, HAS LED TO A NUMBER OF
DUBIOUS DETERMINATIONS, PROCESSING DELAYS, AND DE FACTO
DENIALS FOR THOSE CASES DEEMED BY EAO'S TO BE NOT
QUALIFIED
(NO'D). AT KHAO I DANG REFUGEE CAMP, EAO'S WITH LITTLE
BACKGROUND IN KHMER CULTURE, POLITICS, GEOGRAPHY, OR
HISTORY, EFFECTIVELY HAMPERED THE FAIR PROCESSING OF
THIS CAMP AND PRECIPITATED A STATE-INS DISPUTE WHICH HAS
YET TO BE SETTLED. THE COMMITTEE DIRECTS THAT NO FUNDS
BE MADE AVAILABLE TO PAY THE SALARIES OF EAO'S, AND THAT
THE DEPARTMENT REPORT TO THE COMMITTEE BY DECEMBER 31,
1988, ON HOW IT PLANS TO DEAL WITH THE THOUSANDS OF
CASES WHICH HAVE BEEN DENIED OR NQ'D ON THE BASIS OF
FAULTY EA0 DETERMINATIONS. WHILE THE COMMITTEE
ACKNOWLEDGES THAT INS MUST BE GIVEN THE BENEFIT OF
COUNSEL ON THE INTRICACIES OF SOME CASES, IT IS
CONVINCED THAT THIS CAN BE HANDLED IN A MANNER IN WHICH
SIMILAR CASES ARE HANDLED WORLDWIDE, WITHOUT THE LAYER
OF PROCESSING BUREAUCRACY WHICH THE EA0 SYSTEM NOW
EMBODIES.
16. URGENT MEDICAL CARE IN THE UNITED STATES FOR
SERIOUSLY ILL NONRESIDENT REFUGEES
EACH YEAR DOZENS OF REFUGEES COME TO THE UNITED STATES
FOR THE TREATMENT OF URGENT MEDICAL CONDITIONS AND THEN
LEAVE TO SETTLE IN THIRD COUNTRIES. THEY COME TO THE
UNITED STATES FOR SPECIALIZED CARE AVAILABLE IN ONLY A
SELECT NUMBER OF INSTITUTIONS. THE COMMITTEE BELIEVES
SUCH DEMONSTRATIONS OF GOODWILL FULFILL A BASIC
OBJECTIVE OF U.S. FOREIGN POLICY AND IT APPLAUDS THE
MANNER IN WHICH OUR GOVERNMENT HAS SUPPORTED THIS MOST
BASIC HUMAN NEED. YET, THE COMMITTEE FINDS THAT THERE
IS A NEED FOR BOTH A NATIONAL POLICY, AND A NATIONAL
PROGRAM, WHICH PROVIDES FOR THE REIMBURSEMENT OF U.S.
MEDICAL INSTITUTIONS AND PHYSICIANS WHICH HAVE PROFFERED
MEDICAL CARE FOR SERIOUSLY ILL, NONRESIDENT REFUGEES.
SINCE THESE REFUGEES ARE INELIGIBLE FOR MEDICAID, AND
WITHOUT ALTERNATIVE MEANS OF SUPPORT, THE HOSPITALS AND
PHYSICIANS ATTENDING TO THEIR CARE HAVE BEEN FORCED TO
ABSORB ENORMOUS FINANCIAL COSTS. THE COMMITTEE BELIEVES
THAT THESE COSTS SHOULD NOT BE BORNE EXCLUSIVELY BY THE
PROVIDERS OF THE CARE, BUT SHOULD BE SHARED BY THE LOCAL
COMMUNITY, PVO'S, AND NATIONAL REFUGEE ASSISTANCE
ORGANIZATIONS, MANY OF WHOM ARE RECIPIENTS OF U.S.
GOVERNMENT FUNDS. THE COMMITTEE FEELS THAT IT IS
UNFAIR, AND UNREASONABLE, FOR THE FULL COST AND BURDEN
OF TREATMENT OF SERIOUSLY ILL REFUGEES TO BE BORNE BY
INDIVIDUAL HOSPITALS OR PHYSICIANS.
17. THE COMMITTEE DIRECTS THAT THE SECRETARY OF HEALTH
AND HUMAN SERVICES, AND THE SECRETARY OF STATE, DEVISE
AN ADMINISTRATION POLICY AND PROGRAM, BY DECEMBER 31,
1988, FOR THE REIMBURSEMENT OF U.S. MEDICAL INSTITUTIONS
AND PHYSICIANS WHICH HAVE PROFFERED MEDICAL CARE FOR
SERIOUSLY ILL, NONRESIDENT REFUGEES. THE SECRETARY OF
STATE AND THE SECRETARY OF HEALTH AND HUMAN SERVICES ARE
DIRECTED TO PROVIDE THE COMMITTEE WITH A JOINT REPORT,
BY DECEMBER 31, 1988, ON PENDING REQUESTS TO THE
ADMINISTRATION FOR URGENT REFUGEE MEDICAL CARE IN THE
UNITED STATES, AND THE STATUS OF THOSE REFUGEES ADMITTED
,INTO THE UNITED STATES FOR URGENT MEDICAL CARE DURING
THE PAST YEAR.

18. ROMANIAN REFUGEES IN HUNGARY
IT HAS BEEN BROUGHT TO THE ATTENTION OF THE COMMITTEE
THAT THERE ARE ABOUT 30,000 ETHNIC HUNGARIANS AND ABOUT
6,000 ETHNIC ROMANIANS FROM TRANSYLVANIA IN HUNGARY.
THE COMMITTEE IS INFORMED THAT WHILE ETHNIC HUNGARIAN
REFUGEES ARE ACCEPTED AS PERMANENT SETTLERS, THE ETHNIC
ROMANIANS ARE REGARDED ONLY AS TEMPORARY SETTLERS IN
HUNGARY. AT THE PRESENT TIME, MOST ARE SITUATED NEAR
THE HUNGARIAN-ROMANIAN BORDER IN EASTERN HUNGARY AND IN
THE SUBURBS OF BUDAPEST. THE COMMITTEE RECOMMENDS THAT
THE ADMINISTRATION CONSIDER AN APPROPRIATE RESPONSE TO
THIS SITUATION, INCLUDING CONSULTATION WITH THE U.N.
HIGH COMMISSIONER FOR REFUGEES AND THAT IT REPORT TO THE
COMMITTEE ON STEPS BOTH IT, AND THE UNHCR, ARE TAKING TO
ADDRESS THIS REFUGEE SITUATION.
19. AFRICAN REFUGEES
THE COMMITTEE NOTES THE CONTINUING PROBLEM OF FORCED
REPATRIATION BY ZIMBABWEAN OFFICIALS OF REFUGEES FLEEING
THE VIOLENCE IN MOZAMBIQUE. IT IS CLEAR ALSO THAT
ACCESS TO WOULD-BE ASYLUM SEEDERS HAS BEEN RESTRICTED.
20. THE COMMITTEE NOTES WITH ALARM THE CONTINUING
DISPLACEMENT OF LARGE SEGMENTS OF THE CIVILIAN
POPULATION OF MOZAMBIQUE AS A RESULT OF VIOLENCE, THE
CORRESPONDING IMPACT OF MOZAMBICAN REFUGEES IN
CONTIGUOUS COUNTRIES, PARTICULARLY MALAWI. THE
GOVERNMENT OF MALAWI IS TO BE COMMENDED FOR SHELTERING
THIS LARGE AND DESPERATE REFUGEE POPULATION. THE
COMMITTEE URGES THE DEPARTMENT OF STATE TO BE OF MAXIMUM
ASSISTANCE TO INTERNATIONAL ORGANIZATIONS, THE MALAWI
RED CROSS, AND OTHERS WHO ARE STRUGGLING TO RELIEVE THIS
TRAGIC HUMANITARIAN EMERGENCY.
21. THE COMMITTEE ALSO NOTES WITH ALARM REPORTS IT HAS
RECEIVED OF MOZAMBICAN CIVILIAN REFUGEES DYING AS A
RESULT OF ENCOUNTERING THE ELECTRIFIED FENCE CONSTRUCTED
BY SOUTH AFRICAN AUTHORITIES ON THE BORDER BETWEEN
MOZAMBIQUE AND SOUTH AFRICA. THE COMMITTEE REQUESTS THE
BUREAU FOR REFUGEE PROGRAMS TO SUBMIT A REPORT ON THIS
SITUATION AND EFFORTS THE UNITED STATES HAS TAKEN TO
RELIEVE IT, BY DECEMBER 31, 1988.
22. ONCE AGAIN, THE REFUGEE SITUATION IN THE HORN OF
AFRICA IS RAPIDLY DETERIORATING, WITH PARTICULARLY
DISTURBING DEVELOPMENTS IN NORTHERN ETHIOPIA AND IN
SOUTHERN SUDAN. THE COMMITTEE URGES THE BUREAU FOR
REFUGEE PROGRAMS TO RESPOND PROMPTLY TO THESE
EMERGENCIES. THE COMMITTEE NOTES WITH CONCERN REPORTS
FROM VOLUNTARY AGENCIES THAT UNHCR HAS BEEN SLOW TO
RESPOND TO THE NEEDS OF SUDANESE REFUGEES IN ETHIOPIA
DESPITE ITS POSSESSION OF ADEQUATE SUPPLIES IN COUNTRY.
23. EMERGENCY REFUGEE AND MIGRATION ASSISTANCE
THE COMMITTEE IS RECOMMENDING AN APPROPRIATION OF USDOLS
50,000,000 FOR THE EMERGENCY REFUGEE AND MIGRATION
ASSISTANCE FUND. THIS IS AN INCREASE OF USDOLS
20,000,000 OVER THE LEVEL INCLUDED IN THE HOUSE BILL.
THE ADMINISTRATION DID NOT MAKE ANY REQUEST FOR THE
REPLENISHMENT OF THIS FUND FOR FISCAL YEAR 1989.
24. WITH THE RECENT MOSCOW SUMMIT AND THE AGREEMENT BY
THE SOVIET UNION TO REMOVE ITS MILITARY FORCES FROM
AFGHANISTAN, THERE IS A VERY REAL PROSPECT THAT THE
INFLUX OF REFUGEES RETURNING TO THEIR HOMELAND WILL

OVERWHELM THE ABILITY OF ANY AFGHAN GOVERNMENT TO MEET
THEIR MINIMUM BASIC REQUIREMENTS. AFGHANS IN PAKISTAN
ARE THE SINGLE LARGEST GROUP OF REFUGEES IN THE WORLD.
THE GOVERNMENT OF PAKISTAN REPORTS REGISTRATION OF MORE
THAT 2.9 MILLION AFGHANS. TO DATE, RELIEF ASSISTANCE --
INCLUDING FOOD, SHELTER, CLOTHING, AND MEDICINE -- IS
BEING PROVIDED BY THE INTERNATIONAL COMMUNITY LARGELY
THROUGH THE AUSPICES OF THE U.N. HIGH COMMISSIONER AND
THE WORLD FOOD PROGRAM. THE PAKISTAN GOVERNMENT HAS
AFFORDED AFGHANS WITH A REMARKABLE DEGREE OF SUPPORT IN
LIGHT OF THE ECONOMIC AND POLITICAL COSTS ENTAILED IN
PROVIDING REFUGE TO THIS NUMBER OF PEOPLE.
25. CIRCUMSTANCES HAVE NOW CHANGED SINCE THE
ADMINISTRATION SUBMITTED ITS FISCAL YEAR 1989 BUDGET
REQUEST. IT WAS NOT ANTICIPATED AT THE TIME THAT THERE
WOULD BE SUCH SWIFT MOVEMENT TOWARD A SETTLEMENT IN
AFGHANISTAN. THE COMMITTEE RECOGNIZES THAT THE U.S.
FOREIGN ASSISTANCE PROGRAM DOES NOT HAVE THE RESOURCES
TO MEET ALL OR MOST OF THE RESETTLEMENT NEEDS OF THE
RETURNING AFGHAN REFUGEES, NOR DOES THE COMMITTEE
BELIEVE THAT IT SHOULD BE THE RESPONSIBILITY OF THE
UNITED STATES TO DO SO. RATHER, ASSISTANCE MUST BE THE
RESPONSIBILITY OF AN INTERNATIONAL EFFORT, PRESUMABLY
THROUGH THE GOOD OFFICES OF THE UNHCR. THE COMMITTEE'S
EARMARK OF USDOLS 50,000,000 FOR ASSISTANCE FOR AFGHAN
REFUGEES, WHICH SHOULD BE ADMINISTERED IN COOPERATION
WITH THE UNHCR, IS A RECOGNITION OF THE IMMEDIACY OF
REFUGEE PROBLEMS IN AFGHANISTAN AND THE NEED TO PROVIDE
HUMANITARIAN ASSISTANCE FOR THE AFGHAN PEOPLE.
26. THE COMMITTEE EXPECTS THE USDOLS 50,000,000
PROVIDED IN THIS SECTION TO BE IN ADDITION TO THE
AMOUNTS THE ADMINISTRATION IS CURRENTLY PLANNING TO
PROVIDE AFGHAN REFUGEES THROUGH MULTILATERAL PROGRAMS IN
FISCAL YEAR 1989. FURTHERMORE, THE COMMITTEE BELIEVES
THAT UP TO USDOLS 45,000,000 OF THIS MONEY SHOULD BE
AVAILABLE TO THE AID ADMINISTERED CROSS BORDER
