SUBJECT: Colloquium with International; Relations Scholars
1. As part of the Directorate's outreach effort, we will be hosting
a distinguished group of international relations scholars on 28-29 April.
This is a follow-up to a highly successful session we had with a group of
leading economists in November. The aim of these programs is to
introduce influential academics to the Directorate (the participants have
had little previous contact), establish closer personal contact with
them, and impress them with the high caliber of our work and people.
Naturally, we hope they will also conclude that this is a-good place to
send some of their best students.
2. We have acceptances from 28 professors whose specialities
include nearly all of the regional areas and functional issues covered by.
the Directorate; many are also pathbreakers on ;the theoretical and . III
methodological issues in their disciplines. The group '#ncludes a number
of very senior professors, but most are likely.to be active and
influential with students for at least another decade. (See Attachment
A.)
3. We are planning to repeat several sessions that were very
successful in our earlier meeting with the economists: an opening
overview of the Agency by an officer from Public Affairs, a panel
discussion with some of our newer analysts, and a closing address by the
DDCI. In addition, we are arranging four other presentations (see
Attachment B):
Analysis in CIA. Feedback from the economists called for
more up Font information on our'Directorate. We will
highlight similarities and differences between the academic
and intelligence worlds and convey some sense of our

Patterns of Change in the Communist World. This panel is
intended as a primer on how we go about analyzing Communist
systems rather than a guide to CIA substantive positions.
We will wade into substance, however, by addressing
questions such as the prospects for systemic change in the
Communist world and whether such:chan a would be good or
bad for the United States. Ir
Instability: Grappling with a Key Functional Issue. Here
we will describe how instability came to the fore as an
intelligence problem. We will use case studies to
illustrate how academic work has contributed to our
approach and how insights from different disciplines have
helped us attack the problem.
Terrorism as an Intelligence Issue. Drawing on various
open source materials, the panel will illustrate how
"non-traditional" sources,
contribute to locating 25X1
terrorists and estimating their capabilities. We will also
describe how the Directorate fits into the overall US
effort on counterterrorism and how it supports a encies as
diverse as State, FAA, and the Secret Service. 25X1
4. Following the presentations on 28 April, we will be hosting a
reception for the professors in the Executive 'Dining Room from 1700-1845.
We would be pleased if you could join us during'the reception.
Naturally, we'd be glad to have you at any of the other sessions as
well.
