The Chairman of the Jefferson Educational Foundation (JEF), David H.
Barron, has invited you to speak at a conference entitled, "The
Interdependence of United States and Western European Foreign Policy" to
be held 5-7 December in Washington. You are asked to address a meeting on
5 December on the suggested topic: "Obstacles to Western Security Interests
and the Need for Unified Policy Initiatives." The audience will include
thirty political youth leaders from thirteen Western European countries. The
conference will be partially funded by the United States Information Agency.
The Foundation, a conservative organization that was founded in 1979,
recruits and trains young conservative political and diplomatic leaders
through educational projects, scholarships, and leadership conferences. The
JEF also sponsors domestic and foreign policy conferences, lectures, and tours.
Because this is a highly political organization, I do not believe it is an
appropriate group for the Agency to address. In addition, you already have a
speaking engagement at the National War College for 5 December. I recommend
that you decline this invitation. If you agree, a letter of regret is
attached for your signature.

A group of Cuban-Americans plans a national appeal to raise $500,000 for
Marine Lt. Col. Oliver North's legal expenses if he is prosecuted for his role
in the transfer of Iran arms sale profits to Nicaraguan rebels.
"He is a hero. America needs a thousand Oliver Norths," said Carlos Perez, an
importer who heads Concerned Citizens for Democracy, a mostly Cuban group that
says it already has raised $5,000.
Perez said Thursday that North's secret tactics as an aide to the National
Security Council were successful in fighting aggressive regimes where democracy
is losing the battle.
"Maybe the democratic system needs to be overhauled," Perez said. "One of the
handicaps we have with the Communists is we are restricted with a lot of
regulations. They can cheat.
"The KGB must be laughing. And (Nicaraguan President) Daniel Ortega. And
(Cuban President) Fidel Castro," he said.
At a news conference, Perez displayed more than a dozen checks totaling
$5,000 and said an equal sum had been pledged. Telethons and national
advertising will be used to defray legal expenses North might incur if he is
indicted in connection with the Iran-Contra arms affair.
"We are not condoning any illegal act, but we believe that Oliver North is
Innocent until proven guilty," Perez Said, adding that from what his group has
seen, it did not appear North had done anything wrong. -
The Reagan administration has said North, acting alone, secretly diverted
profits from U.S. arms sales to Iran to the Contra rebels fighting Nicaragua's
leftist Sandinista government.

It was unclear last night whether the president of Zaire is truly the richest
tan in the world, but of course that didn't stop would-be socialite Jane Dawson
from asking him. Twice.
"He just keeps laughing every time I ask him," explained Dawson, who for some
mysterious reason was lending her apartment to a conservative group honoring
President Mobutu Sese Seko. "How else am I going to find out? I hear he's the
second-richest, anyhow."
Dawson's grand Connecticut Avenue co-op (also the home of Lena Horne and
George McGovern) was being used by the Jefferson Educational Foundation. Its
chairman, David Barron, explained that the reason for the party was to lend
support to "our African friends in the steadfast fight against communism." It
was that kind of evening.
White House Communications Director Patrick Buchanan was the first VIP to
arrive, followed by Sen. Strom Thurmond (R-S.C.). "I'm here to see the king,"
Thurmond said.
Although critics have often called Mobutu a dictator and his country
repressed, world leaders still tend to refer to him as president.
Upon his arrival, he asked Thurmond: "Do you speak French?"
"No," replied Thurmond. "Do you speak English?"
