Talking Points for Your Meeting with Senators Boren
and Cohen
You are scheduled to meet with Senators Boren and Cohen on
21 May at 9:00 a.m. in SHOB-219. Suggested agenda items are:
Written Notifications to SSCI: We reviewed with Sven
Holmes on 18 May the four written notifications sent
thus far to SSCI under the new process of following up
telephonic notifications with written memoranda.
Holmes said the next step in refining this process
will be to standardize the form of the memoranda,
decide when notification will be triggered and what
subjects require notification. Although SSCI appears
intent on approaching this sensitive subject in a
cooperative fashion, there is little doubt we are in
for some hard bargaining over what subjects
(collection? counterintelligence?) would be covered.
Public Testimony of DO Officers: This issue still
has not been wholly resolved. The House Iran Contra
Committee has sent us a letter stating that, while
they recognize the Agency's general objections to
public testimony by CS officers, they want to know how
these concerns apply specifically to Joe Fernandez;
the Committee maintains each case should be judged
individually. A response is being drafted. Robert
Owen's many references to Fernandez during the Iran
Contra hearings make it much more difficult for us to
make a case against Fernandez testifying.
GAO Audit Issue: Senator Glenn's draft bill on this
subject will be available for our inspection and
comment on 20 or 21 May, when it will also be shown to
SSCI. If SSCI can convince Glenn of the viability of
the planned SSCI in-house audit capability, Glenn may
not press for the legislation. SSCI may also want to
consider asserting sequential referral. Senator
DeConcini appears to be coming around to the Committee
position.
