board on the Agency's and the Intelligence Community's counternarcotics

Carl Ford, at the request of Public Affairs, met with Jim Mann of the
Los Angeles Times on Indochina. (NIO/East Asia)
Marten van Heuven briefed Assistant Secretary of State Ridgway and DAS
Wilkinson on Democrac in Turke Back on Track and reviewed the NIO/EUR NIE
production Plan wit ~ gway. N urope .
briefed Senator John Glenn in preparation for his meeting
with a visiting Czechoslovak parliamentary delegation and sent analysis of the
recent Romanian-Hungarian conflict to Nelson Ledsky at the NSC. (A/NIO/Europe)
attended a meeting of the Chairman's Net Assessment Planning
Group on a scenario for the NATO-only excursion of the current assessment--he
-will meet again on 6 July to finalize the decision, and met with Capt St.
Martin of the Office of the Under Secretary of Defense Acquisitions) on the

Weapons Research analysts and Barry Leven, Strategic Defense Initiative
Organization, on key questions for a proposed paper on the Strategic Defense

Guidance to the .Intelligence Community
Andre LeGallo held a preliminary coordination meeting and later briefed
selected staffers of the Senate Select Committee on Intelligence (SSCI) on
global terrorism; experts from CIA, DIA, and State/INR assisted. The
presentation covered Iran, the Hizballah, Syria, the Palestinians, Libya, the
Seoul Olympics, Pakistan/Afghanistan, and Latin America. (NIO/Counterterrorism)
attended a meeting of US representatives of the Terrorism
Subgroup of the Italian-American Working Group on Terrorism, Organized Crime
and Drug Trafficking, chaired by the Director, FBI. The group reviewed
follow-on tasking derived from the last joint meeting held in Rome in
February--joint training, joint threat assessment, terrorist list exchange, and
R&D. CIA is committed to selective participation in joint training.

Senior Director for International Economic Policy, NSC. The Administration
wants to agree on a set of data to give to Congress to convince them that the
Administration and the Intelligence Community are sufficiently monitoring

Walt Barrows, with Bab Vickers, DD/ALA, will meet with Assistant Secretary
of State for African Affairs Chet Crocker on the recent Cairo talks and will
participate in a DI briefing (NIO/Africa)
consulted with Susan Kaufman Purcell, Director of Latin
American Studies, Council on Foreign Relations, on Cuba, Mexico, and Central
America. She is completing a new book on Cuban-US relations that will be a
realistic assessment of possibilities for bilateral improvements; she seems to
take a middle position between those who place a high priority on normalizing
ties and relative hardliners who believe that US policies are presently just

interviewed E Service officers and conducted the business of
the Task Force on the E Service, including meeting with Executive Director Jim

David Einsel and met with the Director, Arms Control Disarmament
Agency (ACDA), on chemical warfare use in the Iraq-Iran war and its impact on
treaty negotiations. The Intelligence Community has recently reported that
chemical weapon use in the war has been effective and even decisive in the
three recent campaigns; the successful integration of chemical weapons into a,,
conventional program probably indicates Middle East countries will attempt to
retain their chemical warfare programs making negotiations for a worldwide
chemical warfare ban very difficult or impossible. (NIO at Large/Nuclear

David Einsel and met with Tom Rona, the Senior Science Advisor
to the President, and his staff on the Soviet obscurant issue; discussions
focused on the impact of the fielding by the Soviets of the obscurant on US
weapons systems and future sensors. (NIO at Large/Nuclear Proliferation/
Chemical and Biological Warfare and A/NIO/Chemical and Biological Warfare)
Bill Kotapish led a group of Intelligence Community and Drug Enforcement
Administration personnel to the Defense Mapping Agency to plead the case for
greater support and a higher priority for maps produced to support US

Andre LeGallo, and Julian Nall met with the Deputy
Director, Intelligence Community Staff, to develop funding alternatives to
support potential projects to be derived from an R&D study on counterterrorism,
to be conducted by the Defense Advanced Research Projects AgeDARPADcRommitted
Asking the Intelligence Community to provide matching funds,
DoD to providing some ~5 million (FY90) to fund worthy projects derived from

National Security Council Staff, on global patterns of terrorism, with special

Marty Roeber, with DI and DO representatives, attended a Nicaragua
Interagency Group meeting chaired by the Assistant Secretary of State for
Inter-American Affairs; met with the Senior Director for Latin American Affairs
at the National Security Council; met with Arnold Isaacs, the new Director for
Latin America/INR at State Department; with DI representatives, met with
Ambassador to Argentina Theodore Gildred on the Argentine economy and prospects
for the upcoming elections--the Ambassador projected another win by the ruling
party; and..met with Richard Wyrough, Director of Panamanian Affairs at~the
Department of State--Wyrough agreed with the Community assessment that Noriega
intended to remain in power and unlikel would be able to win a free election

Charles Hawkins, Deputy Assistant Secretary of Defense for Intelligence, on key
issues of concern to policymakers and support by the National Intelligence
