1. On 22 January 1988, the undersigned received a telephone call from
Mr. Rick Finn, a staffer with the Senate Armed Services Committee.
2. As a part of INF Treaty ratification hearings, Senator Nunn plans to
invite either Andy Marshall, Director, DoD Net Assessment, or a
representative from the Joint Chiefs of Staff (J-8) to present a briefing on
their Net Assessment of War in Europe. What did I think about inviting
someone from CIA to comment?
3. I explained that the Intelligence Community and CIA were only now
getting into net assessments, per the direction of Senator Nunn. We are
gearing up to participate as full partners with JCS in the 1988-89 Joint
Military Net Assessment. Neither the Intelligence Community nor CIA had
participated directly in the 1987 JCS net assessment or Andy Marshall's net
assessment (which was also done in 1987). Intelligence input for those
studies was provided by DIA. Therefore, it would be unfair to all parties
to ask the Intelligence Community/CIA to comment on a study in which they
had not participated. Next year at this time, we would be happy to
participate in a net assessment briefing.
4. Mr. Finn seemed to understand and accept my explanation. He
promised to call if he had any questions and to keep us informed of any
developments in net assessment from the SASC viewpoint.
