Enclosed are three copies of Vol I and Vol III of
NIE 4/11-88/JL, US Capabilities to Monitor Arms Control
Limitations on Soviet Strategic Forces (U). Vol. II, which
contains extremely sensitive sources and methods information,
is being printed and will be sent to the Committee as soon as
it is available. Per our earlier understanding, the
Intelligence Committee will provide Senate access to these
documents in accordance with S. Res. 400 and the following
guidelines.
Vol I and Vol III: access is limited to Members of the
Senate and cleared staff of the Intelligence, Armed Services,
and Foreign Relations Committee, and cleared staff of the
Defense Subcommittee of the Appropriations Committee.
Vol III: access is limited to Members of the Senate and
cleared staff of the Intelligence Committee.
