SUBJECT: Meeting with Barry Kelly and Jim Collins on
Wednesday, 25 February 1987
Barry would like to meet every two weeks or so. We should
take the initiative for the next meeting and it should include
as well as myself. Barry will add Paul Stevens on
We discussed findings and dealings with Congress. He would
like to see a sunset clause appended to the end of most findings
- that is a mandatory review before a finding is automatically
refunded in a succeeding year's budget. He would also like to
see findings shortened and some of the language changed, i.e.,
from lethal to military.
He expects to work with the committees and has already had
lunch with Sven Holmes and has an invitation in to Tom Latimer.
Barry has instituted an annual review process of all
findings. This process will feed through the CPPG into the NSPG
system. Congress, of course, has long wanted an annual review
at the top of the Executive Branch and should be pleased.
I said that moving findings have been a problem in the past
and we agreed to work closely on this. He would not sit on
anything without telling us he was doing so and why. I also
said that there had been occasional lack of coordination in
dealings with Congress and we agreed to keep each other fully
informed.
Periodic meetings will be useful to keep in touch.
