ELEANORE J. HILL, CHIEF COUNSEL
DANIEL F. MNZEL CHIEF COUNSEL TO THE MINORITY
On behalf of myself and the Permanent Subcommittee on
Investigations, I want to thank you for your helpful contribution
to our recent public hearings concerning the government's
handling of defectors from the Soviet Union and the Eastern
Bloc. Your testimony provided the Subcommittee and the public
with valuable insight as to the -problems which confront the
defector in his efforts to successfully integrate into American
society.
The Subcommittee hearings clearly revealed significant
problems in our nation's handling of these special people who in
many instances risked their lives to escape totalitarianism.
Your candid public comments underscored their difficulties in
resettlement as well as the unique talents that many possess. I
hope that as the result of the Subcommittee's work, needed
reforms of the resettlement process will come about that will
make the life of these freedom seekers that much better.

United states senate
to discuss possible reforms that the
subcommittee is currently considering. Although such
recommendations would not be directed at the current defector
program of the Intelligence community nevertheless, I believe
that their comments would be most helpful as the Subcommittee
prepares its report on the defector issue.
In closing, I want to again thank you for your cooperation
and worthy comments. I also wish to commend to your attention
the statements of a number of the defectors whose insights may be
worthy of review by your staff
In that regard, I appreciate an opportunity for my staff
meet with the appropriate officials
