SUBJECT: DDI Activity Report 28 October -

DCI/DDCI Assigned Tasks
OWSR will visit NSA, NISC, and NOIC to gather community
thoughts as to why Salyut did not participate in ASW activities
in 1985, per request of the DCI Scientific and Technology
Advisory Panel.
SOVA, OSWR, and CRES prepared talking points for the DCI's
visit to SAC concerning the use of reconnaissance products in
strategic intelligence.
Policy Support
ALA briefed Ashley Hewitt, Senior advisor to State Policy
Planning Staff, on Brazil, Central America, and the Caribbean.
EURA sent a package of materials on East Europe's debt
situation for Secretary Baldridge to use in an NSC meeting on the
Garn amendment to regulate US bank lending abroad.
EURA continues to get questions from DoD Assistant Secretary
Perle about possible Soviet penetrations in Greece. This week
EURA, with DO assistance, answered additional questions about the
publisher of the paper, To Ethnos, about which we had prepared a
paper last week.

OEA wrote a briefing paper on current political and economic
developments in Thailand for Henry Kissinger's trip, debriefed
General Allen, Chief of JUSMAG, Manila on militar develo ments
in the Philippines
OSWR briefed the head of the Kennedy Space Flight Center on
the Chinese space program, and briefed NASA headquarters'
Advanced Programs Group on Soviet space suit technology and
development programs.
OSWR met with Don Fredrickson, the new Deputy Secretary of
Defense for Tactical Warfare Programs, to give him an update on
Soviet conventional weapons developments.
OGI provided Ambassador Robert Oakley, State's
Counterterrorism spokesman, with an assessment of the role of PLO
leader Abu Abbas in the Achille Lauro hijacking and with updates
on Iranian and Libyan involvement in terrorism, and provided data
on dates and victims of Palestinian terrorist attacks from 1980-
85 to Kevin Lath amen, White House Situation Room, for use in
determining any link between US policy statements on the Middle
East and Palestinian terrorist attacks.
OGI provided the Department of Commerce) 25X1
assessment on West Germany in preparation for the undersecretary
of Commerce's trip to a commercial attaches' conference in
Berlin.

SOVA completed a typescript on the conservative resistance
to Gorbachev designed to alert readers to some of the political
difficulties that even a powerful leader like Gorbachev faces if
he wants to make maJor changes. SOVA also prepared a memo on
Jewish emigration for Richard Perle and Secretary Shultz.
ALA contractors completed studies on industrial growth in
Brazil, economic and political prospects and scenarios in Chile,25X1
and economic case studies on Peru and Brazil.
Tomorrow the Operations Center returns, on schedule, to its
newly renovated 7th floor quarters. Still to come are some
furniture, which is back-ordered, and a classified TV
distribution system. An official ribbon-cutting will be
scheduled for the end of this month at which time we will
recognize the contributions of all those who helped us meet the
target date.

A CPAS officer attended the Fourth European Automated
Cartography Conference held in Frankfurt 16-18 October. While in
Europe, he visited the Swiss Institute of Technology in Zurich to
arrange a special eight-week course 25X1
for one of our cartographers, and visited two mapping
establishments in London to discuss map production and new
developments in computer cartography.
The OSWR-sponsored US/UK Armor Conference concluded last
week. The conference was well attended by the US Intelligence
and R&D communities and by the UK, and resulted in a beneficial 25X1
exchange of data and analysis.
SOVA held a brainstorming session on generational change in
the Soviet Union. Three leading scholars participated

There were five briefings on the Hill this past week.
DI offices provided talking points to the ADDI for his
weekly briefing of the HPSCI on current developments of
intelligence interest.
OSWR met with Mr. Carl Smith, Senate Arms Services Committee
staffer, to discuss highlights of significant events on the
scientific and weapons fronts that have happened in the last
year .

ACIS is putting finishing touches on its preparations for a
briefing next week to the SSCI about monitoring issues, and is
working with NIO/SP in response to a set of questions from the
HPSCI concerning monitoring and strategic forces issues.
OGI briefed Congressman Berman about Iraq's role in
supporting international terrorism. This request, made throug h
OLL, was in connection with the export Administration Aet; any
nation the Congress considers to be a state supporter of
terrorism does not qualify for certain aid or trade benefits.
SOVA briefed the SSCI on the current status of arms talks
with the Soviets.
