Gates Deputy Director for Intelligence SUBJECT: DDI Activity Report 18-22 November 1985 DCI/DDCI Assigned Tasks OEA and EURA prepared talking points for the DDCI on East Asian and East and West European reactions to the Geneva Summit. SOVA prepared talking points for the DCI on Soviet views of Chinese economic reforms. OSWR prepared notes for the DCI on the Soviet ABM threat to the PRC and on the strategic significance of SDI to the PRC. Policy Support Recent SOVA studies have received favorable comments from Defense. Secretary Weinberger requested a copy of an assessment on Soviet computer literacy after reading a NID on the same subject. An assessment on the Soviet weapons industry received praise from Under Secretary of Defense Ikle who asked that parts be declassified for public citation. Paul Berenson, Special Assistant for Assessment, complimented SOVA's research paper on modernization problems in the Soviet airframe industry and asked that a Secret-level version of the paper be printed; SOVA and CPAS are responding. OEA met with Deputy Assistant Secretary of State for East Asian and Pacific Affairs, James Lilley; Taiwan Affairs Director, Mark Pratt; and John Cooper of the Heritage Foundation, to discuss the elections in Taiwan. NESA analysts met with Assistant Under Secretary of Defense for Policy Planning, Michael Pillsbury to discuss insurgent activities in Afghanistan. SOVA prepared talking points on the Soviet Communist Party's draft program for Ambassador Kampelman, Chairman of the delegation at the Geneva Arms Talks. SOVA managers briefed UN Association officials going to Moscow next week on the Soviet leadership and domestic policies. OSWR briefed members of the Packard Commission on Soviet systems analysis, military-technical forecasting, decisionmaking, planning and development of complex systems, and possibilities for reverse tech transfer. OSWR's heavy briefing schedule also included the Defense Science Board on Soviet military-technical policy, members of USDR&E on Soviet ground weapons modernization, and Ambassador John Negroponte (Assistant Secretary of State for Nuclear Energy and Energy Technology Affairs) regarding the Pakistani and Indian nuclear programs. OGI debriefed Dr. Carlton Turner, Special Assistant to the White House for Drug Abuse Policy, who recently traveled to drug producing regions in Latin America. ACIS answered questions from the Assistant Secretary of Defense, Richard Perle regarding destructive capability of Soviet ICBMs; responses were forwarded through DIA. Video tapes on I the Soviet media were completed and shown to the President prior to the Geneva Summit. NESA analysts met with DIA officers to discuss closer analytic cooperation on Afghanistan. Joint analytic activities are being explored. Goal is to provide TV access for every office over a secure network. SOVA analysts lectured on Soviet policy in Africa at the Smithsonian's President Associate Program and on Gorbachev's Asian policy at the Kennan Institute. OEA hosted a seminar for Korea watchers in the intelligence and policymaking community. Briefings on the Hill There were 15 briefings on the Hill this past week. EURA briefed Congressmen Hyde and Cheney of HPSCI on the economic and political scene in France for their upcoming visit to that country. SOVA and OGI briefed Senator Hecht of the SSCI on Soviet military assistance to Syria and Libya. OSWR briefed Congressman Solarz on Soviet ICBM and 25X1 SOVA analysts discussed Soviet strategic forces with Bob Hathaway of the Congressman's staff. ACIS and SOVA analysts testified before the HPSCI on intelligence support to the US/USSR Standing Consultative Commission and on compliance issues.
