Helgerson Director of Congressional Affairs weekly Report IG Provi'sions-in Senate Authorization bill: The Senate Intelligence Committee, at Senator Specter's urging and over our objections, has decided to include a number of IG-related provisions in its intelligence authorization bill. The language of the provisions is not yet finalized, but they will apparently require the DCI to provide a semi-annual report on IG activities to the oversight Committees as well as to notify the Committees of instances when he directs the IG not to investigate a particular matter. Finally, there will be a requirement that the Committees be informed of any occasion when the IG and DCI have a serious and irreconciable conflict over the conduct or resolution of an investigation. The Committee staff has been in contact with the Senate parliamentarian and is confident that the language of the provisions can be crafted in a way that will not require the authorization bill to be referred to the Government Operations Committee, where the possibility exists that full-fledged "statutory IG" requirements would be reinstated. There are currently 116 QFRs in process to send to HAC. -- The Intelligence Community Staff will be conducting its annual review of one-fourth of the base portion of the CIA budget. Offices in each directorate and in the DCI area are prepared to discuss how they use their base resources and to enumerate which of their investment programs will be folded into the base in FY 1990. DDCI and D/PAO also met with David Garth, political consultant, who observed that the Agency's image is suffering because of continuing charges of drug involvement. A separate discussion with a Wall Street Journal reporter who covers intelligence and terrorism provided a different opinion - i.e., those who know the intelligence field do not believe the drug charges. Background briefings were arranged this week for the Wall Street Journal (Japanese Red Army), LA Times (Soviet developments, Afghanistan, The Philippines, Korea), Washington Times (East-West security issues) and journalist Cord Meyer (Poland). Public Relations Unit briefed a group of academics on 28 April who were at Headquarters at the invitation of the DI. The Office of Information Technology (OIT) activated a new communications circuit to the Federal Aviation Administration (FAA) that will provide-FAA access to the Decision Support and Information System on Terrorism (DESIST). 2. OIT has transferred more than a customers to the new secure telephone system. The target date to complete secure telephone installations in the original Headquarters building is 7 May 1988. 3. Students are now able to sign up for Office of Training and Education (OTE) courses through an. on-line system called TEAMS (Training and Education Automated Management System). The design and programming of this OTE/OIT- developed system took about one year. On a typical day last week, 200 students were automatically enrolled in OTE courses through TEAMS. 4. A representative of the office of Medical Services met with US Army officials to review chemical warfare countermeasures for the J.S. Embassy in Baghdad. The Army suggested equipment and training for embassy personnel. 5. The Office of Logistics has begun inspections and basic improvements to the houses and roads on the Scattergood-Thorne property. A representative of the office of Personnel last week visited the National Technology Institute for the Deaf to learn about the training received by the students and to identify potential student trainees for the Agency. 7. As part of its Security Awareness Program, the Office of Security this week conducted a briefing on "Soviet Espionage in Industry" at two contractor facilities in the Silicon Valley. In addition to contractors, attendees included representatives from the Defense Investigative Service, the FBI and the US Air Force.
