Weekly Report
Senate Action Clears Polygraph Bill for the President. Also
yesterday the Senate adopted the conference report on H.R. 1212,
thereby clearing the measure for Presidential action. This bill
severely restricts private use of the polygraph while exempting
governmental polygraph use, including that by the Agency and the
Intelligence Community. Senate and House votes on passage suggest
the bill will be veto-proof. However, the President is expected
to sign the measure, notwithstanding last-ditch opposition by the
Justice Department. Prior to the formal presentation of the bill
to the President for action, we understand your views will be
solicited via the enrolled bill letter process. In the next few
days, we expect to circulate within the Agency for comment a draft
of that letter.

Media interest continues to flow from THE NEW YORK TIMES .reporter James
LeMoyne's article linking CIA to the torture and inhumane treatment of
Honduran army prisoners in the early 1980s. Our response has been that those
are basically old charges which had led to questions from. the oversight
committees and which were answered promptly. Any new charges will be;
investigated and reported to oversight.. ..
PAO participated in interviews the DDCI gave to DCI Casey's biographer and
the TOPEKA CAPITAL JOURNAL.
Background briefings were arranged for THE WASHINGTON POST on the USSR,
THE NEW YORK TIMES on Angola, TIME MAGAZINE on the PLO and Cord Meyer on
Glasnost and the KGB.
Executive Appearances and Invitations
The Director addressed 500 Arkansas State Judges and attorneys at the
joint meeting of the Arkansas Bar Association and the Arkansas Judicial
Council on Thursday, 9 June, in Hot Springs, Arkansas. The Bar Association
said that although the topic of the DCI's speech was "controversial it was one
that the attendees wanted to know and hear about." The Director received
excellent media coverage. All local newspapers carried stories on his speech
and the local TV channels covered his appearance.
Public Relations Unit
This week was an interesting intersection of PAO briefing events. On
Monday, briefed Mr. B. Renzy, III, the new counsel to the
President s Intelligence Oversight Board, on the Agency with an emphasis on
covert action and Congressional oversight.

Recruiters' Conference this week in Headquarters.
Publications Review Board
The Publications Review Board has received three submissions this week and
completed three reviews including a speech entitled "Crisis Management" by
former General Counsel, Judge Stanley Sporkin, and an article by former DCI
Colby on "The History of Business Intelligence."

Walt Barrows will attend a coordinating committee meeting of the
President's Initiative to End Hunger in Africa. (NIO/Africa)
Bill Kotapish has formed a DCI Counternarcotics Intelligence Review
Committee which will examine the Agency's current program and make
recommendations by 15 July. (NIO for Counternarcotics)
Larry Gershwin met with Director Fletcher, of the National Aeronautics and
Space Administration (NASA), on his interests in the draft NIE: Soviet Space
Pro rams. Fletcher expressed interest in developing a joint briefing with
NIO SP that would be a follow-on to last year's briefing to the President and
National Security Council on a comparison of the US and Soviet civil space

The fluid military situation in northern Somalia that caused President Siad
to postpone visiting Washington dictates some revision of the content and

Carl Ford chaired the first meeting of a Philippine Military Analysts

SUBJECT: Weekly Report for Period Ending 10 June 1988
1. Office of Personnel Equal Employment Opportunity representatives
attended the National IMAGE Convention in Cleveland, Ohio, where Hispanic
leaders, Government officials, and private sector representatives discussed
issues of concern to the Hispanic community. Great interest was shown in the
Agency's Undergraduate Scholar Program by both students and the Federal Bureau
of Investigation (FBI). Arrangements are underway to provide the FBI with
further details on our program.
4. The Office of Training and Education hosted the First Interagency
Conference for Instructors of East Asian Languages during
1 - 3 June. More than 120 people from the National Security Agency, the
Foreign Service Institute, the Defense Language Institute at Monterey,.and the
Agency attended.
