The package includes an overview of our program and summarizes proposed new initiatives and ongoing investment programs. Delays in submitting our formal congressional budget book and the Committees' requirement for materials prior to their budget hearings require that we provide the Committees some advance material on our 1989 budget request. We are preparing the Congressional Budget Justification Book and working closely with the Directorate staffs preparing for the Senate Select Committee staff's review of the base portion of the CIA budget. The Committee staff is focusing on how we spent our base resources in 1987 compared with how we had planned to spend those funds. The specific offices involved will do a "dry run" preview for the Comptroller's Office about a week before the 8 March formal review. The AEA had an excellent turn out of 140 CEOs representing many of the Texan electronics firms. The attendees said that the "speech was right to the point" and gave the information they had not heard before. "Although the companies had been involved in licensing they had not understood the procedures." In some cases the companies were unaware "what technology was all right to export and what was not." YPO's of Dallas reported that the speech was greatly "appreciated" and the "comments were highly complimentary." One YPO said that the DDCI on the Agency's behalf "had accomplished many goals that he had set out to accomplish when agreeing to appear in this public forum." Approximately 150 YPO's who are heads of their companies attended this meeting.
