Weekly Report Highlights
-- On 29 March, the House Foreign Affairs Committee plans to markup the
bill introduced by Representative Berman (and cosponsored by
Representatives Fascell, Hamilton, and Hyde) which tightens restrictions
on exports to "terrorist" countries. The Office of Congressional
Affairs (OCA) is working with the House Foreign Affairs and Intelligence
Committees' staffs to ensure that the bill's restrictions on transfers
of munitions List items do not adversely affect Agency equities.
-- Representatives from nearly every office in the DI were on the Hill last
week briefing various Congressmen and Committees on subjects as diverse
as the crisis in Panama, the Iran-Iraq war, Nicaragua, missile
proliferation in the Middle East, submarine quieting, and monitoring an
INF and START agreement.

Street Journal article that totally misrepresented comments from the
DDCI's recent article in Foreign Affairs, and also took Richard Sale to
task for his recent UPI article which falsely attributed information on
India's nuclear program to an alleged CIA briefing of the House Foreign
Affairs Committee.

Pacific, Admiral Hays, and his senior intelligence officer on Soviet
policy in the Pacific, focusing on Soviet efforts to penetrate the
region.
-- The NIO for Narcotics is preparing staff papers for a National Drug
Policy Board meeting that will deal with the Attorney General's upcoming
trip to Colombia, Bolivia, Peru, Equador, and the Dominican Republic.
-- The Office of Finance has implemented an invoice control and'tracking
system for monitoring the timeliness of payments to contractors. This
system will facilitate compliance with the stringent provisions of the
Prompt Payment Act, which is expected to become effective 1 October 1988.

Weekly Report
Berman Bill Markup: On 29 March, the House Foreign Affairs
Committee plans to markup H.R. 3651. This bill, introduced by
Representative Berman and cosponsored by Representatives Fascell,

-- We will deliver to the House Intelligence Committee on 25 March responses
to a large number of questions on the FY 1989 program engendered by the
16 March HPSCI budget hearing and the package of interim budget materials
we had earlier provided the Committee. The interim package was
necessarily less complete than the formal Congressional Budget Justifi-
cation Book that is now in final stages of preparation. All materials
have'gone to the printer and we anticipate a delivery date of 1 April to
the Hill.
-- The Senate Select Committee on Intelligence (SSCI) has postponed until
11 April its hearing on our FY 1989 budget.
-- We are also preparing follow-up materials requested by SSCI staff who
conducted the review of the base portion of our FY 1987 budget. This
review, undertaken as part of SSCI's consideration of our 1989 budget
request, focused on how base resources are actually used.

On 21 March a WALL STREET JOURNAL (WSJ) article by Eduard Lachia totally
misrepresented comments from the DDCI's recent article in Foreign Affairs.
D/PAO called a WSJ senior editor who arranged a retraction on 22 March. PAO also
called UPI reporter Richard Sale to take him to task for attributing information
on India's nuclear program to a 2 March 1988 briefing of HFAC; there was no CIA
briefing.
Executive Appearances and Invitations
"A superb job" was the comment on the Director's speech at the Anti-
Defamation League (ADL) of B'nai B'rith Tenth Annual National Leadership
Conference held in Washington, D.C. on March 22nd. The audience of 150 national
ADL leaders from around the U.S. reported general agreement with the Director's
speech on international terrorism and appreciated his candor in answering
questions within the confines of security.
The American Business Conference (ABC) reported that the Director's address
of the 90 chief executive officers of high-growth, midsize companies was well
received and one of the most popular sessions of the 23rd March conference. Also
on the conference agenda were meetings with President Reagan, Cabinet members,
Senators and Representatives.
Public Relations Unit
briefings of senior officers at'USSPACECOM and NORAD were well
received. Tony also briefed some 30 officers at INSCOM as part of Pr Ject
Spotlight, an orientation for Army intelligence officers. spoke to
an estimated 800 students and faculty at the University of Texas--Austin on
22 March. will be serving as discussant on two panels at the Inter-
national Studies Association Annual Convention next week in St. Louis.

The Offices of European Analysis (EURA) and Global Issues (OGI) briefed
Deputy Secretary of Energy Bill Martin, Assistant Secretary David Waller, and
Deputy Assistant Secretary George Bradlee on Italian energy policy.
OGI met with Admiral Howard Thorsen, Commander, Coast Guard District 7,
to discuss drug trafficking developments in the Caribbean and CIA support for
interdiction efforts.

disruption to the flow of 600,000 b/d of Alaskan crude oil through the Trans-

SUBJECT: Weekly Report for Period Ending 25 March 1988
1. The Office of Information Technology (OIT) delivered a major
enhancement of SAFE (Support for the Analysts' File Environment) software to
the Directorate of Intelligence (DI), enabling DI analysts to search cables
faster.
2. During the 24-hour period 16 - 17 March 1988, OIT's Cable
Dissemination System processed a record number narrative messages,
20 percent more than the average number normally processed.
3. The Office of Finance has implemented an invoice control and tracking
system for monitoring the timeliness of payments to contractors. This system
will facilitate compliance with the stringent provisions of the Prompt Payment
Act, which is expected to become effective 1 October 1988.
5. The Office of Logistics reports that the General Services
Administration has selected artists James Sanborn and Matt Mulligan to provide
sculpture and graphic art for the New Headquarters Building.
