As a.sign of the times, about 75, percent of the eligible Agency
population now is on the automated Electronic Time and Attendance
System, potentially speeding up the pay process, and the Office of
Training and Education (OTE) now can electronically enroll students in
some eighty OTE courses.

Media Relations
The DCI's speech to the World Affairs Council on 25 October sparked a number of calls
from the media requesting copies of the speech and further information on the chemical
plant in Libya. Public Affairs is working with DI/OSWR to determine if there is any
further unclassified information that can be released.
The Director of Public Affairs visited the Northwest Portland and Seattle Rotary Club
luncheons on 25-26 October. Approximately 400 Rotarians and the press attended each
event. The Rotarians remarked on the "excellent program" that the D/PAO gave. Mr. Baker
also spoke at a luncheon for 12 Portland executives, who noted that "the topic was
fascinating and presented with clarity."
Executive Appearances and Invitations
The DCI spoke to a standing room only crowd of over 700 members of the World Affairs
Council of Washington, DC on Tuesday, 25 October. President of Council, Philip Odeen,
noted the great amount of interest the Director's appearance created. All questions were
submitted in writing and Mr. Odeen who also acted as moderator remarked about the great
number that the audience sent forward to the podium. Of particular interest to the
audience were the sections of the speech on chemical warfare and Congressional oversight.
The DDCI addressed the Air Force Intelligence Conference Banquet of approximately 400
academicians, military officers, and representatives from the defense-related industries
on Friday, 21 October at the Sheraton National Hotel. The conference director, Colonel
Ken Currie, said the attendees thought the DDCI gave a good review of the intelligence
issues we face in the coming years. Many favorable and positive remarks were made
concerning the speech; the DDCI's humor was particularly noted and enjoyed by all.

25X1 swing through New England last week was generally positive, although the
faculty at Colby is continuing its campaign against CIA. also spoke at George 25X1
Washington University in a program designed to be a response to Philip Agee's presentation
the previous week. It drew a smaller audience but.the discussion was positive and well
received.
Pennsylvania, on 19 October. The Executive Director of the Council expressed an interest
in continuing the dialogue with a visit to Headquarters by selected members of the
Council.

SOVA briefed General Saint, Commander in Chief of US Army Europe on Soviet
air operations and logistic sustainability for war in Europe. ~
The Deputy Director of African and Latin American Analysis (ALA) briefed
NSC's Director of Latin American Affairs Robert Pastorino on developments in
Mexico, as oars LA's series of briefings on Latin American topics for
An Office of Global Issues (OGI) analyst also briefed NSC's Director of
Latin American Affairs Pastorino and his assistant, General Brinall~~ the
impact of the narcotics problem on Peru's political situation.
The Office of Near Eastern and South Asian Analysis (NESA) briefed the
Assistant and Deputy Assistant to the President for National Security Affairs and
others on the situation in Afghanistan, particularly around Kabul.
NESA prepared talking points for Under Secretary of State Armacost focusing
on updating the Pakistani elections and other political developments.

Andre LeGallo met with Brian Jenkins, Rand Corporation, to
discuss a paper Jenkins is preparing on trends in international terrorism.

NATO's "European Pillar": Prospects for Allied Defense Cooperation was
coordinated on October 24. NIO for Europe)
Coordination on Soviet Policy During the Next Phase of Arms Control in
Europe should conclude this week. Coordination of Soviet Naval Strategy and
Programs Toward the 21st Century starts on 31 October.
Final Coordination was completed for Volume II of Prospects for Ballistic
Missiles.

SUBJECT: Weekly Report for Period Ending 28 October 1988
1. The Office of Logistics (OL) has a videotape available of the
26 October dedication ceremony for the statue of Gen. William Donovan.
Attendees included former DCI5 Richard Helms and William Colby and members
of former DCI William Casey's family.
2. OL advises that construction work started on the Child Day Care
Center on 24 October.
4. Office of Personnel (OP) representatives provided Agency recruitment
information to over 12,000 people at the National World of Women's Conference
in Houston last week.
5. OP kicked off its Life Planning Seminar on 25 October with a keynote
address by Rick Garnitz,,President of Lifespan Services. Over 130 employees
attended. Mr. Garnitz noted that family issues merit as much consideration as
financial matters when preparing for retirement.
6. OP reports that, with the recent addition of three new offices,
75 percent of the eligible Agency population is on the automated Electronic
Time and Attendance System (ELECTAS). By February 1989, all eligible
employees will be on the system.

7. The Office of Training and Education's (OTE) Training and Education
Automated Management System (TEAMS) has, for the first time, enabled OTE to
send "instant" confirmation letters to students accepted in eighty courses.
One hundred seventy-eight recent requests were confirmed within two days.
8. During 17-18 October nine students from four Directorate of
Intelligence production offices attended the pilot running of OTE's new course
"Thinking for Writing: Starting Your Paper on the Right Track." The course
included presentations on such topics as "Asking the Right Questions" and
"Making the Concept Paper Work for You."
