SUBJECT: Arrangements for Your Speech to the
National Young Leaders Conference
PAO 88-0108
1. You are scheduled to speak to the National Young Leaders Conference
(NYLC) sponsored by the Congressional Youth Leadership Council at 1:00 p.m. on
Friday, 25 March at the Jefferson Auditorium, US Department of Agriculture,
South Building, 1400 Independence Avenue, Wing 4 Entrance, Washington, D.C.
Phone: 447-2911. will accompany you.
2. Arrangements: You are asked to be at the US Department of Agriculture
South Building Wing 4 Entrance at 12:50 p.m. You will be met by Conference
Director Larry Guillemette who will escort you to the Jefferson Auditorium
where you will meet with other staff members (see opposite for biographies)
and the high school students chosen to host you -- Mary Mace from Georgia and
Kathy Sevier from Alabama. Mary Mace will introduce you at 1:00 p.m. and
Kathy Sevier will thank you after your presentation. A podium and microphone
will be located at floor level. Your remarks are scheduled to begin at
1:05 p.m. The suggested format is 15 minutes of remarks followed by
35 minutes of questions and answers. The conference photographer and students
will take photographs during the question and answer period. Adjournment is
at 1:55 p.m.
The conference is taping all speeches and plan to publish excerpts in
their newsletter. Prior to publication, we have asked to review the article
on your appearance.
3. Audience: You can expect 290 outstanding high school students
representing 46 states and 2 territories. (See list of attendees opposite.)
The media will not be present.
4. Conference Agenda: You are scheduled to speak on the fourth day of
the conference. Prior to your appearance, the students will have breakfast
with members of the Washington press corps. Then Director of the Office of V
Management and Budget, James Miller, and Secretary of Housing and Urban

5. Background: The Congressional Youth Leadership Council is a
non-profit, non-partisan educational organization located in Washington, D.C.
The Council serves as a nationwide educational network by bringing outstanding
youth to the nation's capital to experience the dynamics of constitutional
democracy. The National Young Leaders Conference is one of the variety of
educational programs that is sponsored by the Council. The theme of this
conference is "Tomorrow's Leaders Meeting the Leaders of Today." Students are
chosen by their school principals or by the Congressional Council for
scholastic achievement, extracurricular activities, and leadership
capabilities. (See background information opposite including list of the
honorary Congressional Board of Advisors.)

invited you to speak at the Conference sponsored by the Congressional Youth
Leadership Council on Friday, 25 March or Tuesday, 29 March at the National
Press Club. The suggested format is 10 minutes of remarks followed by 40
minutes of questions and answers. You are asked to speak on how the Agency
fits within the Executive Branch or any other topic of your choice. The
audience would include 350 outstanding high school students from throughout
the US. The meeting is not open to the media. The Council is expecting
Secretary of Energy John Herrington, Secretary of Interior Donald Nodel, and
Secretary of HUD Samuel Pierce to speak at the Conference session covering the
Executive Branch. (See opposite for background material.)
Since this is a high school audience, and we normally reserve our student
briefings for the college level, I recommend that you decline this
invitation. If you agree, a letter of regret is attached for your signature.
