1. This is-background information for your remarks to the Young
Presidents' Organization (YPO) Seminar on Public Policy and the Private Sector
on Tuesday, 12 April 8:15 - 9:00 a.m., at the OEOB Indian Treaty Room (room
474). Phone: 456-1414. ill accompany you and remain throughout
the program. Although this is an early morning meeting, breakfast will not be
served.
2. Arrangements: You are asked to be in room 474 of the OEOB at
8:15 a.m. where you will be met by Chairman of International Holdings, Inc.
and Chairman of the YPO Washington Seminar, Warren Rustand who will escort you
to the dais and introduce you. (See biography opposite.) Your remarks are
scheduled to begin at 8:20 a.m. You are asked to give 20 minutes of remarks
followed by 20 minutes of questions and answers. Adjournment is at 9:00 a.m.
A podium and microphone will be available. DCI Security will tape your
remarks for the Agency's historical files.
Approximately 100 CEOs and spouses will attend the meeting. (See list of
attendees opposite.) Neither foreign nationals nor media representatives will
be present. Mr. Rustand did not believe there would be an overlap between the
YPO group you addressed in Hawaii in February and the Washington Seminar.
3. Background: Although the meeting was open to all YPO members and
therefore called an international meeting, the US members filled the openings
first. The last YPO visit to Washington D.C. as an international group was in
1976. As a result of attending that meeting, YPO members have participated in
public service including several who hold key positions in this
administration. These include Deputy Director of OMB Joe Wright, Director of
Presidential Personnel Bob Tuttle, Chief of Staff for the First Lady
Jack Courtemanche, and Under Secretary of HUD Carl Covitz.
The three-day seminar will focus on how public policy is formed and how
the private sector can better interact with that policy formation. President
Reagan, Secretary of Defense Carlucci, and Justice Sandra Day O'Connor also
will speak to the group. (See complete agenda opposite.)

The Young Presidents' Organization cordially invites you to meet
with our group during our visit to the Nations capital April 11 -
13, 1988. Our last visit in Washington D.C. as an international
group was in 1976.
Many who were in attendance were moved to public service from
that experience, including several members of the current
administration.
They are: Joe Wright, Deputy Director of- OMB; Bob Tuttle,
Presidential Pwrsonnel Office; Jack Courtemanche, Chief of Staff
for the First Lady; and Carl Covitz, Under Secretary of HUD.
Our three day seminar is entitled Public Policy and the Private
Sector. Our focus is on how public policy is formed and how the
private sector can better interact with that policy formation.
All of our participants are Chief Executive Officers of their
companies. This will be an exceptional opportunity for these
Presidents to hear from the top people in government and to
solicit their views as to how we can affect a stronger
interaction between the private and public sectors.
We will consider your acceptance of our invitation to be a very

President of the Young Presidents' Organization (YPO) and Chairman of
Texas American Bancshares, Joseph Grant, has invited you to speak at one of
the meetings to be held during the international YPO three-day seminar in
Washington, D.C. The suggested format is 30 minutes of remarks and 15 minutes
of questions and answers. Former appointments Secretary to President Ford,
Warren Rustand is Chairman of the seminar. The theme of the seminar is
"Public Policy and the Private Sector." The focus will be on how public
policy is formed and how the private sector can better interact with that
policy formation. You could expect an audience of approximately 85-100 CEOs
and presidents of their companies. The media will not cover the event.
Supreme Court Justice Sandra Day O'Connor, Senator Bill Bradley,
Mrs. Nancy Reynolds, Mrs. Ann McLaughlin and Representative Dick Cheney have
agreed to speak at the seminar. Since Bob Gates spoke at an international YPO
meeting in Hawaii in February, he is not interested in speaking to the group
at this time.
Although this would be a good group for you to address, you are already
scheduled to speak to the American Society of Newspaper Editors on the 11th
and on the 13th to the Evans-Novak Political Forum and the Regional Commerce
and Growth Association. I recol,nnend that you decline this invitation and have
