Bell professionally over a period of years as he has been appointed to a succession of more senior and responsible positions in the Department of Defense, military service and the intelligence community. He has been a key contributor and participant in the development of systems and policies of enormous importance to the United States. His perspective, balance and insight on a wide range of national security issues would greatly benefit the Council. He served in the Naval Reserve prior to entering the U. S. Naval Academy in 1949. He was graduated with a Bachelor of Science degree and commissioned an Ensign with the class of 1953. After graduation from the Naval Academy, Vice Admiral Bell was assigned to the USS YORKTOWN (CVA 40) as assistant navigator and then as fire control division officer. He then attended the Naval Submarine School in New London, Connecticut in June 1955. During the period January 1956 through July 1958, Vice Admiral Bell was assigned to the diesel submarine USS SIRAGO (SS 485) as the Engineer Officer and was also designated "Qualified in Submarines." He was then assigned as operations and missile officer in USS TORSK (SS 423) until reporting to the Navy Nuclear Power School in April 1959. From July 1960 to October 1962, he served as engineer officer on board USS ABRAHAM LINCOLN (SSBN 602). In November 1962, he was assigned as executive officer on the nuclear attack submarine USS SHARK (SSN 591). Vice Admiral Bell was assigned as executive officer on board the ballistic missile submarine USS KAMEHAMEHA (SSBN 642) in September 1964 and served in that capacity throughout construction and initial deployments until receiving orders to the Bureau of Naval Personnel where he was assigned as Submarine/Nuclear Placement Officer in April 1967. Vice Admiral Bell assumed command of USS GURNARD (SSN 662) in May 1970 and operated in the Pacific. In June 1973, he originated the Type Commander Representative billet in shipyards and was assigned that billet at Puget Sound Naval Shipyard in Bremerton, Washington. In May 1975, Vice Admiral Bell was assigned as Commander Submarine Squadron THREE, serving until October 1976, when he was ordered as Executive Assistant and Naval Aide to the Under Secretary of the Navy. While serving in this capacity, he was selected for promotion to the rank Rear Admiral in February 1977 and received orders to his initial flag officer assignment as Director, Naval Communications (OP-941) in the office of the Chief of Naval Operations from July 1977 to July 1980. Vice Admiral Bell was Commander Submarine Group EIGHT, Commander Submarines Mediterranean, and Commander Area Anti-Submarine Warfare Forces, U.S. Sixth Fleet from July 1980 to August 1982. In these capacities, he was assigned additional duties as Commander Task Forces 64, 66, and 69, responsible to the Commander, U.S. Sixth Fleet in a U.S. Capacity; and as Commander Task Force 439, responsible to Commander Naval Striking and Support Forces, Southern Europe, in a NATO capacity. Upon Vice Admiral Bell's return to Washington in September 1982, he was assigned to the office of the Chief of Naval Operations in the newly reestablished billet of Deputy Director, Naval Warfare (OP-095B). Vice Admiral Bell's decorations include the Legion of Merit with four gold stars in lieu of the fifth award; the Meritorious Service Medal with two gold stars in lieu of the third award; the Navy Commendation Medal with three gold stars in lieu of the fourth award; and the Navy Achievement Medal with one gold star in lieu of the second award. Vice Admiral Bell's hometown is Cincinnati, Ohio. He is married to the former Carol Ann Murphy, also of Cincinnati.
