MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: DoD Initiative on PW/MIA - Project STONY BEACH (S/NF)
I. (S/NF) du.rin 1985
DIA proposed coordinated the Department of-State
= a proposal for deploying a TDY collection-team to Sou
Asia tasked to collect data on the live sighting issue.
2. (S/NF) This team has conducted debriefing operations in
Southeast Asia since its deployment in June 1987. The collection
effort resolved many live sighting reports on alleged PW/MIAs and
provided a broad cross-section of information to support the
analytical effort. The clandestine development of an "on the
shelf" collection capability against potential collection targets
is now well formed.

3. (S/NF) Based on NIA's formal review of the team's results, I
strongly believe we must continue the effort. We proposed to the
Department of State the assignment of a nine-man team, seven based
in Bangkok, with one each in Hong Kong and Kuala Lumpur. We
believe a 2-year program, with a mid-term review, will permit us
to fully address the issue and determine the need for future
commitment. The proposal is currently in NSDD 38 staffing and.
