The Deputy Secretary of Defense announced on April 26th his approval of an Army proposal to assign Combat Electronic Warfare Intelligence (CEWI) units to the Army National Guard. We had been working with the Department of the Army and the National Guard Bureau to resolve our differences on this issue. My primary concern throughout these discussions was proper federal control of signals intelligence. 2. In view of this decision, my staff will begin to examine means by which to ensure Army National Guard CEWI units operate in accord with the principles of the United States Signals Intelligence System and under proper federal control. Our goal is to ensure that individual National Guard units meet the same standards and requirements as active duty and reserve component SIGINT units.
