Memorandum to DCI fr D/NRO, dated 14 June 1988,
1. Action requested: That you sign the attached memorandum responding to
the 14 June 1988 memorandum from the Director, National Reconnaissance Office
(D/NRO). (See Reference)
2. Background: The D/NRO has provided a short status report on
incorporation of the NRO Senior Advisory Planning Group (SAPG) recommendations
in NRO planning but has provided no additional backup information. Comments
and a recommended response were requested of Director, Intelligence Community
Staff and Deputy Director for Science and Technology. The SAPG is an outside
advisory body chaired by the former DDCI, John McMahon. It met during the
first half of 1987 and provided its recommendations to the D/NRO in the second
half of 1987.
3. Discussion: We have prepared a very short response that thanks the
D/NRO, states our general agreement, and invites a continuing dialogue on
those issues that remain unresolved. We have also prepared a very short point
paper on the SAPG recommendations and actions taken.
4. Recommendation: That you sign th memorandum to the D/NRO.
The DDS&T concurs in this recommendation.

REFERENCE: Memorandum to DCI fr D/NRO, dated 14 June 1988,
I appreciate receiving your short status report on the recommendations of
the NRO Senior Advisory Planning Group (SAPG). Because actions taken on the
SAPG issues by the D/NRO will in many cases have a far-ranging impact on the
rest of the Intelligence Community, I have sent the report to the Director of
the Intelligence Community Staff for his review, comment, and action as
appropriate. I generally agree with the SAPG recommendations and the actions
you have taken. I do, however, invite you to continue to share your thinking
with me as you further deliberate on these matters. I also continue to be
vitally interested in the alternative management and organizational proposals
that are being weighed by your Director's Board. I look forward to further'
discussions of this subject with you.
