I V/ tlilll J11 Ill III IKC T~'CIIC1 it 10 MAY 18S OCA 88-1438 Mr. Joseph E. Kelley Associate Director National Security and International Affairs Division General Accounting Office Washington, D.C. 20548 Dear Mr. Kelley: The Director has asked me to respond to your letter of 7 April 1988 which described the General Accounting Office's investigation of allegations made concerning illegal transfers of fuel from the US military aid program for El Salvador to the Contra supply operation. The focus of the investigation, as described in your letter, is on the aid program administered by the Department of Defense. Under the circumstances, I do not believe that it would be appropriate for officers of the Central Intelligence Agency (CIA) to discuss the actions of other United States Government entities with regard to this investigation. Furthermore, all Agency activities in Central America, as well as information we receive concerning other US Government activities in the region, are subject to close and continuing scrutiny by the House and Senate Intelligence Committees. I am sorry that we cannot be more helpful in this case. Sincerely, John L. Helgerson DISTRIBUTION: Original - Addressee 1 - DCI 1 - DDCI 1 - ExDir rl - ER 1 DDA 1 - DDO OCI (E, May 88 ) Dire'%tor of Congressional Affairs 1 - GC 1 - Compt 1 - D/OCA 1 - C /LA 1 - OCA Record STAT STAT OO STAT Declassified in Part - Sanitized Copy Approved for Release 2012/09/18: CIA-RDP90G01353RO01500040002-4 Declassified in Part - Sanitized Copy Approved for Release 2012/09/18: CIA-RDP90GO1353R001500040002-4 From: John Helgerson U4, "P11-u, We plan to prepare an ap,swer for your signature.
