Dear Mr. Kelley:
The Director has asked me to respond to your letter of
7 April 1988 which described the General Accounting Office's
investigation of allegations made concerning illegal
transfers of fuel from the US military aid program for
El Salvador to the Contra supply operation.
The focus of the investigation, as described in your
letter, is on the aid program administered by the Department
of Defense. Under the circumstances, I do not believe that
it would be appropriate for officers of the Central
Intelligence Agency (CIA) to discuss the actions of other
United States Government entities with regard to this
investigation. Furthermore, all Agency activities in Central
America, as well as information we receive concerning other
US Government activities in the region, are subject to close
and continuing scrutiny by the House and Senate Intelligence
Committees.
I am sorry that we cannot be more helpful in this case.

We have been requested by Senator Tom Harkin to review
allegations of illegal transfers of fuel from the U.S.
military aid program for El Salvador to the contra supply
operation. The work will be performed under assignment
code 463768 and will begin in Washington on or about mid
April 1988.
We will focus on such issues as the items and services
provided by the U.S. military aid program to El Salvador,
the program controls over this assistance, allegations of
improper or illegal transfers of this assistance, and the
response of the executive branch to these allegations of
these transfers. The work will be conducted in Washington,
D.C., El Salvador, and other locations as necessary.
Mr. Alan Bennett, Evaluator-In-Charge in the National
Security and International Affairs Division's Security and
International Relations Group, is responsible for
conducting this assignment. He will contact your
designated representative to discuss our needs further as
the scope of this review is developed. In the meantime, if
you lave any further questions, he can be reached on 695-
1713.
We have also notified other U.S. government agencies and
departments of this review. Your assistance in making the
necessary information available to complete this assignment
will be appreciated.
