Dear Mr. Chairman:
This is in response to your letter of 12 August 1988
requesting the Central Intelligence Agency to review
transcripts of classified hearings held on 20 through
22 October 1969 concerning security agreements and commitments
in Laos.
We have no objection to the release of the previously
withheld material that was bracketed in red in 1969, except
for the portions that the Department of State has bracketed
with blue ink.
The transcripts are returned herewith.

transcripts of hearings held before your Committee on

transcripts to the appropriate components for a review to
determine whether they can be downgraded to the Secret
level. Classification review is a complicated process, but
we will try to meet your deadline of 15 September 1988.

Dear Judge Webster:
The Committee on Foreign Relations has received a
request from a researcher for access to material deleted from
the transcripts of classified hearings held on October 20,
21, and 22, 1969, regarding U.S. security agreements and
commitments in Laos. The transcripts were sanitized and
printed in 1969.
Please find enclosed the three transcripts, with remarks
deleted from the printed version bracketed in red. The
Department of State has reviewed this material and has
approved its release, subject to deletion of items bracketed
in blue, and has recommended that material which continues to
be withheld be downgraded from Top Secret to Secret, OADR.
The Department of Defense has concurred with both of these
recommendations.
I would appreciate your returning the transcripts and
advising me by September 15 if your Agency has any objection
to the release of the remaining portions of the previously
deleted material. I also request your concurrence with the
recommendation to downgrade the classification of all
passages which are not declassified at this time.

Dear Mr. Chairman:
I am replying to your letter of February 2, enclosing for
review and declassification three transcripts sanitized in 1969
when they were printed.
We have no objection to the release of the previously
withheld material you have bracketed in red except for the
portions we have bracketed with blue ink. We recommend that
these parts be withheld under the relevant subsections of
Executive Order 12356 which we have noted in the margin.
Release of this material could be expected to have a
detrimental effect on U.S. foreign policy interests in
Southeast Asia, particularly as regards our relations with
Thailand, an important treaty ally, India and Laos, and our
support for improved Thai-Lao relations.
We understand that the Department of Defense will be asked
to review this material. We recommend it also be submitted to
the Central Intelligence Agency. We have noted these agencies
in the margin of those portions we have no objections to
release but believe that they may have an interest.
