The Subcommittees on Africa and International Economic Policy and
Trade plan to hold hearings on proposals for new sanctions against South.
Africa. The first hearing, which will include Members of Congress who have
introduced relevant legislation and Administration officials, is scheduled for
Tuesday, March 22, at 2:00 p.m. in 2172 Rayburn House Office Building.
We would greatly appreciate if you would agree to participate on the
Administration panel at this hearing to discuss, (1) section 6, of H.R 1580
which prohibits the United States military or intelligence cooperation with the
Government of South Africa; and (2) H.R. 2443 which prohibits United States
intelligence and military cooperation with South Africa.
Enclosed are copies of H.R. 1580, H.R. 2443 and a fact sheet
providing details on the requirements for submitting testimony. We request
that you limit your oral presentation to five to seven minutes to allow ample
time for questions by Subcommittee members. Also, we request that the
Subcommittees have your testimony at least one day in advance of the hearing.

INSTRUCTIONS AND INFORMATION FOR WITNESSES
1. Please forward to the Subcommittee immediately a brief biography
identifying yourself personally and professionally.
2. Your written statement to the Subcommittee will appear in full in the
record of the hearings. It may be as long as necessary, and may
include relevant documents. It should begin with a brief identification
of yourself, any special organization or interest you may represent, and
the basis for your testimony.
3. Your oral presentation should be limited to about minutes. If your
written statement is longer, please be prepared to summarize it to
stay within the time allotted.
4. Under the rules of the Committee, the Subcommittee must have fifty (50)
copies of your written (typed) statement 48 hours in advance of your
appearance. Written testimony should display the following heading:

Witnesses should edit their own remarks only, without changing basic
meaning or context. Witnesses should also attach to the transcript
any additional material requested during the hearing. Edited transcripts
should be returned to the Subcommittee as quickly as possible to permit
timely publication.
