Weekly Report for Week Ending 20 March 1987
*3. The Cable Dissemination System (CDS), which processes all
incoming and outgoing messages, experienced several failures
during this reporting period. An extended outage occurred on the
morning of 13 March when CDS failed for a total of 20 hours. The
outage required that all traffic be held in the Communications
Operations Center (COC) message switches. The National Security
Agency and Department of State were requested to hold all routine
traffic destined for Headquarters. On the evening of 13 March a
world-wide Agency message was sent explaining the CDS problem and
requesting that only time-critical traffic be transmitted to
Headquarters. Early on the morning of 14 March the problem
responsible for the failure was traced to a faulty disc drive that

was not outputting alarms to indicate it was defective. Once the
problem was isolated, CDS was restored to service and the system
began processing approximately 15,000 messages held in the various
message switches throughout the world. This backlog was cleared
by 16 March and normal operations were resumed. Although there
were backlogs of several thousand routine and priority-precedence
messages, no significant delays resulted in processing higher-
precedence traffic.
5. The Consolidated SAFE Project Office (CSPO) conducted a
3-day off-site conference to review the entire DIA SAFE program.
Contractor presentations preceded separate technical and
management review sessions for each major delivery remaining in
the DIA program. Areas of major concern were apparent schedule
growth of Delivery 4.0, ability of SAFE architecture to support
Deliveries 3.0 and 4.0 from a performance standpoint, and DIA's
ability to support the entire SAFE program from an operational and
customer standpoint. All areas of concern will be addressed in
greater detail prior to senior-level presentation in both
25X1 agencies.
6. A transfer of one cubic foot of Office of Strategic
Services (OSS) phonograph records to National Archives and Records
Administration (NARA) was completed on 12 March. An OIT
representative personally delivered the phonograph records to the
Motion Picture, Sound, and Video Branch of NARA because of the
fragile condition of the records. To date, the Agency has
transferred a total of 2661 cubic feet of OSS records to NARA.
The NARA appraiser informed OIT that the DS&T Records Control
Schedule was approved by the Archivist of the United States on
13 March. This action culminates the efforts of many persons over
a two-year period and comes on the heels of approval of another
25X1 major Records Control Schedule, that of the DCI Area.
7. Office of Information Technology personnel presented a
demonstration of Tasking Expert SystemS (TESS) to key
representatives from the Collection Requirements and Evaluation
Staff and a representative of the COMIREX staff. Several of the
attendees expressed an interest in showing the demonstration to
other members of the Intelligence Community with similar

8. To support the Office of Congressional Affairs (OCA) in
handling congressional inquiries, OIT has installed a local area
network of fiber optic cables for the Sun Computer System. The
Sun Computer, a standalone system used for the storage of
documents and providing text retrieval capability. will be shared
equipment to provide improved communications as well as better
utilization of available office space for the Counter Terrorism
9. OIT has completed the project of installing and relocating
by the Office of the Comptroller and OCA.
10. In preparation for the arrival of the Cray computer, OIT
representatives will travel to the Cray Corporation in Mendata
Heights on 1 April. The purpose of this visit will be to test the
newly-developed Cray fiber optic cables that allows a Cray
processor to connect to a front-end IBM processor. This
technology is critical to the installation of the Cray prod
for the Directorate of Intelligence in the New Building.
