SUBJECT: Top Five ADP/Commo Initiatives for 1989-90
1. We have reflected on all of the offerings presented at the last ISB
25X1 by Clearly, many are important enough to do anytime money is
available. I am particularly mindful that the customers of OIT services have
expressed in their proposals serious needs for more sophisticated end-user
capabilities. Unfortunately, in my view, the fiscal situation will not
support either aggressive growth or substantial innovation in the ADP/Commo
area -- or in any other area of Agency activities. We already are invested to
the hilt in very important base level activities and challenging and expensive
ongoing projects.

2. This analysis, coupled with my belief that central services are now
overtaxed, leads me to rank, as most critical, certain "backbone" items.
Therefore, I believe that:
a. Crisis Communications Survivability clearly needs
attention. We are at risk in the near-term due both to
inadequate capacity and to the predictable end of system life
for some carriers. We need to add robustness and durability
so that there is no reduction (or break) in our capabilities.
b. We must fund the study that supports the new computer
facility and opt for the two or three year profile to complete
it. Without this investment we will not have adequate ADP
capacity for the units, let alone for customers in Reston or
the other Agency centers. We will have nowhere to put
hardware, and no hardware to grow into. Customers will have
to agree that this is an untenable situation. If we forego
this investment to support end-user technology we will
immediately and directly worsen the problem that is with us
today.

d. We must make the modest investment that it will take
to put a corporate data structure in place -- in particular,
the segments that process applicants and that will support
compensation and benefits programs.
e. Finally, customer demands (CIA and other
Washington-based Agencies) have outstripped our ability to
carry narrative and data traffic at the hub of the
government. The ability to move digital imagery and full-scan
television is a very near-term requirement. We support the
Metro area wideband investment as one that is central to the
successful fulfillment of the missions of the DI, the DO, and
the DS&T.
