-. I agree that now is the time to address the transfer of transmission
25X1 system activities supporting domestic communications from OC-ED to OIT.
2. Our officers have been briefed by the current CIA/OC Washington Area
Wideband Systems (WAWS) focal point officer and have determined the appropriate
component in OIT where the WAWS focal point should reside. We ask your support
in notifying the Defense Communications Agency of this transfer of responsi-

3. I appreciate your offer to continue providing engineering services
required by OIT for development and implementation of new transmission
equipment. OIT recognizes it has the responsibility for planning for future
domestic transmission systems and identifying requirements to OC for
engineering. As you are aware, we have major initiatives underway to upgrade
connectivity between CIA buildings and others with whom we must communicate.
HATS is a very important part of that planning and must be included in
consideration of any options that we explore. Chief, Network Systems
Engineering Group, is ready to discuss with your
representatives how the two offices can work together to ensure OIT and OC
transmission system activities mesh.
