MEMORANDUM FOR: Deputy Director for Administration

SUBJECT: Nomination for Membership on the Agency
Contract Review Board
1. As you are well aware, the Agency Contract Review
Board (ACRB) has a considerable effect on this Directorate's
business. In reflecting on the role of the ACRB, I now believe
an OIT representative would be in the interest of the
Directorate and this office. I would like to propose that
my Deputy Director, be nominated at the first
opportunity for membership on the ACRB. Considering OIT's
considerable involvement with contracting, it is appropriate
that this office have membership on the board. I believe
would also be an excellent representative for the Directorate.
Board membership provides unique visibilir.y into Agency-wide
technical activities. From the ACRB, could work to improve
coordination in the information systems area, and keep you and
me informed of significant component initiatives. I think this
is a superb opportunity to educate ourselves and to educate our
customers in this important arena.
2. As you know, a has had extensive Agency experience
with contracting activities. He, for example, was program
manager in charge of the successful SAFE re-direction effort,
perhaps one of our most difficult and complex contractual
exercises. ~ has also been on the other side of the fence, in
private industry. This government and industry background, in
conjunction with 0 strong technical and management skills,
make him an ideal candidate for board membership.
